ANDERSON Plan for Holding the Primary Election In Anderson County, adopted by the Central Executive Committee of the Democratic Party? At a meeting of the Central Executive Committee of the Democratic party of An? derson County, held on Monday,??11th da.* of September, the following resolutions were> adopted to govern the conduct of the pri? mary election on the 19th of October. The Domocratic Clubs will hold the said election in accordance with these resolutions, with? out further instructions. JAMES A. HOYT, .. County Chairman. Resolved, That a primary election be hold by the various Democratic Clubs In Ander? son County on Thursday, 19th day of Octo b*r, 1876, for the purposo of nominating candidates for tho following offices, to wit: Four members of the House of Representa? tives, Clerk of the Court, Probate Judge, Sheriff; School Commissioner, Coroner, and three County Commissioners. ?. Refoltfed, That no candidate shall be voted for inaaid primary election, and if voted for, such votes shall not be counted, unless such candidate shall, at the time of the election, be a member of some Democratic Club in Anderson County, and plolge himself to z&bide the result of the primary election and * support the nominees of the party. Roolved, That only members of tho Dem? ocratic Clubs shall be entitled to vote in tho primary election; and the Secretary of each Club shall have the roll of his Club at tho place of holding the election, and all legal voters, who are not members prior thereto, upon Jbiaingthe Clubs on the day of election shall be entitled to vote by signing the Con? stitution of the Club. Resolved, That the candidate or candidates receiving the highest number of votes for any of the offices aforesaid shall be deemed and declared the Democratic nominee or nominees, as the case may be-, for such offlcea. Resoktd, That, for the purpose of holding sach olection, the various Domocratic Clubs shall meet at or near their regular place of meeting; oh the day aforesaid, and proceed to receive votes for candidates &a proposed for the various offices designated. Resolved, That the President of each Club shall previously appoint tlirce members, who ?hall act as managers of the primary election, and who shall keep a poll list of all persons voting. These managers ahall be? fore serving qualify before the Presidents of the Clubs to conduct th election fairly and impartially. Resolved, That the polls for the primary election' shall be kept open from 8 o'clock A. M. until 4 o'clock P. M., when tho man? agers shall proceed at once to count tho votes and certify the result to the Central Ex? ecutive Committee. Resolved, That one of tho managers of election at each Club shall be designated by the other managers to bring tho poll lLst and certiileate of result to deposit with the County Chairman on or beforo 11 o'clock A. M. on Friday, 20th of October, at which hour the Central Executiyo Committee shall meet at Anderson C. H.. and proceed to ag? gregate the votes cost at all the polling places for the various candidates. When the votes liave been aggregated, the Central Executive Committee shall certify and publish tho re? sult, and shall decluro the candidate or can? didates, as tho case may l>e, receiving the highest number of votes as the Democratic nominees in Anderson County. Resolved, That, in case any Democratic Club bo hereafter organized, and shall adopt the Constitution recommended by the State Executive Committee, such Club shall be permitted to appoint managers and hold an election under the foregoing resolutions, sending up the result as hereinbefore- pre? scribed. Resolved. That in case any two candidates for the same office shall receive the same and highest number of votes at the primary elec? tion, then another election shall be hold on Saturday, 21{th of October, to determine. Which of the two candidates shall receive the nomination for sum office, under tho, regulations hereinbefore prescribed: Provi? ded, That, in case either of the candidates who may tie as aforesaid shall withdraw in favor of his opponent, no second election shall bo held. Reiohed, That any person, a member of a Democratic Club, who, from sickness, or otherwise, cannot attend the polls, shall have the right to vote by proxy?the vote deposited to be under seal. Tito citizens of the upper pc.rt of the Fork Township organized a now Dwnocratic Club at G. W. Maret's, on Saturday, 30th of Sep? tember, composed mainly of members of the original Club, whoso location mado it Incon? venient to attend the meetings at Farmer's Store. The Club organized with fifty-six names on the list and electod the following officers: P. 8. Mahafiby, Presldont; W. HL Boleman, Vlce-Presldent; J. R. Meredith, Secretary; Wan. Pullen, Treasurer. Messrs. G. W. Maret, J. M. Kidd. J. P. Simmons, T. J. Dalrymplo, J. K. Boloman, and John Parks, colored, were appointed a canvassing coramitteo to secure additional members. The following resolutions were unanimous? ly adopted: 1st. Wo obligate and bind ourselves to vote for ao man for county or State officers only those thr.c recoive a majority of the votes at toe primary election. 2nd. We-Dind ourselves to support the straighten Democratic ticket for State offi? cers. 3rd. We bind ourselves to support Tilden and Hondricks for Presldont and Vice Preri deut of the Unit? 1 State*. 4th. Wo bind ourselves to support no man for office on the independent tickot. 3th. Wo obligate ourselves to use our in? fluence to get honest men in office, that we may reform our government. 6th. We cordially invite all true men of all races and colors to unito with us to get honoii men in office. 7th. We accept in good faith the thir? teenth, fourteenth and fifteenth amendments to tho Constitution of >h? United States. This Club met again on Saturday last, 7th of October, and received eevcral Recensions to its membership. Among other business transacted, G. W. Maret, Esq., was appointed a member of the Central Executivo Commit? tee, and Messrs. G. W. Maret, J. R. Meredith and John Humbree wore appointed aa man? agers to conduct tho primary election. The Club agreed to meet again on Tues? day, 17th, of October, at 10 o'clock o. m., when an address will bo delivered by Dr. W. C. Brown, and the colored people arc especially invited to attend. We aro in receipt of a courteous in vitatioo from the ladies of Greenville to attend tha Lady Washington Tea Party, which is to be given by them on Tuesday evening, 0*4? 17th. The proceeds of tho entertainment aro to be devoted to the completion of tho Confederate Monument, and the manage? ment is under tho direction of ladies whoso patriotio efforts have been largely instru? mental In farthering tho niemorir.1 shaft since Its inception. It will doubtlcs prove- a brilliant affair, as extensive preparations are making to render the occasion worthy of the cause In which the ladies aro enlisted. Tho thirteen booths will represent tho orig. inal States, with tho mottoes, emblems and productions of each suitably displayed, and these booths will be presided over by ladies of unsurposcd beauty and attractions, whoso costumes will awaken memories of tho Rov* olution, when powdered hair and court train* were worn by maid and matron. A numbed of gentlemen will appear in tho ?iwtunie of colonial times, with knee biceches and pow? dered wigs. This entertainment occurs during the Greenville County Pair, and many of our people will likely visit the mountain city during next week, and the ladles are desirous of seeing their Anderson, neighbors present at tho entertainment. The usual redaction in railroad fare will be made, which will bo another inducement. We wish oar Greenville friends abundant success in this project to raise 'funds for so praisoworthy an object. Several communications hara been re ceived by this committee from, different quarters of tho State asking that, at an early date, a day he fixed, and that all citizens be Invited to dedicate that day to fkisting, hu? miliation and prayer. The committee hss no official authority to make such a call, and fcels that under ordinary circumstances ita propriety as relating to tho triumph of a party in a political contest might bo quea. tioned. But tho present is no party contest, nor do wo strivo for personal gain or office or honor. Either wo are laboring for the moral and material advantage of* tho wholtt people or our protestations are all false.
