Thc War With thc Ked Mn?. WASHINGTON,May 31.-The following statement of thc view taken nt army headquarters of the situation of affairs on thc Mexican frontier and of the plans and circumstances of (len. Crook is made hy authority : JThe United Stales acquired Texas, New Mexico and Arizona from < ?ld Mexico ?ti the war of l&Mii-48. Kvcr since that time our army and adventurous emi grants have "been lighting with the ''Apaches," a general name given to many bands of Indians of about the saint; type, known distinctively ns 'Ion ios, Jjcarillns, "'arm Spring Indians and Chiricahuas, who for two hundred years have been ton tending for possession of thc territory lying along what is now thc Mexicali frontier. According to thc policy of thc United States such of tho Apaches ns properly belong on our side of thc line have been collected into two reservations, nt or near each of which is the usual agent of the Indian bureau and a garrison of troops. One of these reservations i? in New Mexico, Fort Stanton and tin1 other in Arizona, at San Curios, Fort Thomas. A large part of the Apaches, however, still rem vin in Sonora ami Chihuahua. These Indians occasionally come North to seo their ?dd friends at the agencies, and thc agency Indians return their visits, and while making such trips they keep their hands in hy Bleating cattle and horses which fall in their way and by killing every body whom they encounter. They are tho natural and common enemies of both Americans und Mexicans. They give no quarter and expect none. Such visits or raids across the border create a panic, bul the CHUKO is gone before a cry can be raised. Some time since Secretary Freliughuyscn in behalf of the United States and Senor Romero, Mexican min ister, with the approval of Iiis own Gov ernment, enteret) into an agreement (not a treaty) that thc troops of either nation might follow such raiders across the national boundary and destroy them, i'urtmit must, however, be immediate, ill "hot blood" on a "fresh trail," und according to international law, due notice being given to the other party, and must cease the moment tho authori ties of the territory invaded are able and willing to take it up. Gen. Crook was assigned to thc command of tho Depart ment of Arizona on account of Iiis spe cial fitness and experience, and lie was given au increased force to enable him to prevent theao Apache raids which HO interfered willi tho development of the resources of tho territory. This force consisted of two full regiments of caval ry, tlic Third and Sixth; one regiment of infantry, the First, and 200 Indian scouts, two-thirds of all now employed by thc United t?tulos, (len. Crook was convinced by a recent raid Mutt peace and security in Arizona could only bo obtained by making tho Apaches in Sonora respect and fear thc power of this Government, nod he thereforo determin ed to follow thc raiders to their hiding place in tho mountains which separate the Mexican States of Sonora and Chi huahua, lie liuulo his preparations wilh great care nnd deliberation, and took the precaution of first visiting Sonora in person and consulting with its civil and military authorities with regard to Iiis contemplated movements. They were only too glnd to havo such an auxiliary iu the work of preventing Apache raids, nnd having- assured himaolf of this Gen. Crook returned to his command and began ibo movement:) now in progress. Tho war department has given Gen. Crook the fullest liberty to conduct this hold enterprise in his own time, reposing in him absolute confidence nnd furnish ing him with men and money fully up to his requisitions uud estimates. There is no hurry in tho mutter, for during his absence from Arizona all railway aud mining operations and other pursuits of tho poople uf that Territory are going on without interruption, and his presence on the other side of tho border will keep all hostile Apaches there from undertak ing another raid. Gon. Crook in due time will account for everything in his own way, or perish. Lieut. William Baird, of the 6th Cav alry, who hasjust returned from tho Mex ?eau frontier, said to a reporter to day in reply tu inquiries, thut he did not think tho reports oi Gea. Crook's engagement with tho hostiles were trustworthy. "Very likely," ho said, "there has been fighting, but I do not think any decisive action baa taken place. Gen. Crook did not intend to acm! back word until he had accomplished something or had en tirely failed." In reply to a question why Gen. Crook did not take with him into Mexico a large force of Cavalry. Lieut. Baird said : "Gen. Crcok's action in that re spect is not fully understood. He took all tho men that kc could possibly pr? vido transportation for. Everything io tho way ol' provisions nnd baggage had to bo carried on pack mules. The coun try was scoured and all the mules that could be procured at different posts were brought in. Theso mules are not very El cn ti ful and the size of tho force had to e regulated in accordance with the supply. It was absolutely necessary to take scouts to track the enemy. Gen. Crook took with bim as far as the border eight of ton companies, with which he formed a cordon along the line. Six companies wore left in the vicinity of San Benardino under Col. Biddle. It was with one of those companies that I was stationed. It is a terriblo country that Gen. Crook entered, perfectly deso late. Tho prosperous ranches that used to stand along tho baso of thc mountains have beeu swopt away by the savages, and an occasional isolated hamlet is all that is left of tho villages. The great difficulty that Gon. Crook has to contend with is the scarcity of water. Thoscouta only know ono or two places where water can be found, but tho fugitives know where overy drop is in the mountains. The most cordial relations existed be tween Crook and the Mexican authori ties, and bia plans and intentions were fully approved by them. I think that i no uueosi?ess need be fell for the safety of Crook and his men. We had uo idea down there other than that he knew what he was about, and that he would come out all right." WILCOX, ARIZONA, May 81.-Advices from San Carlos state that Loco's wife, son. son-in-law, daughter and grand children, with fifteen women and sixteen bucks, have surrendered to the military authorities near 8an Carlos. These , Indians are direct from Mexico, and ' report that all the hostiles are ready and anxious to surrender, so that a speedy en ding of the Indian war in Mexico and the ' return of Gen. Crook to Arizona is antic- ' i pated. These Indians were among the , number ot Chirioahuas who left their reservation a year ago last April. Thinning ont the Colonels. , John Temple Graves, of tho Florida ' Jlerald, has boldly undertaken tho. her culean task of reducing the number ot "Colonels" in the country by his pen. 1 He says the growth of "Colonels" is ! alarming. They flood the country. There are one or two in tho regular army. There are t?terai in the volito- j teer militia. There are a thousand in ' office, a hundred thousand hidden away ' in editorial chaire, a half million at the ! bar (legal and spirituous], and an innu merable multitude flooding all depart- ' monta of trade and business. "Thc uppers, which the seller always assures the purchase art: genuine calf skin, are split cow hides, and wear little if any helter than the soles.
