The recant freshets in this county have dono very great damage to some plantations and have improved others. The City Council should seo to lt that the premises of every resident of the city is thoroughly cleaned within the next thirty days. Ho was a young man of exemplary charac ter, and waa greatly admired and beloved by those who knew him. '?ut gen erally has money enough to help out his less thrifty neighbors. Let no man say that farming will not pay in this country. When we hear a man say that he can't make a living on a good furm, we think there is fault somewhere." Our correspondent, "X.," will do the county great service, we are inclined to think, if he can get the Overseers of the public roads together in a County Conven tion, where they can have a full and free conferenco as to the ways and means em ployed in different sections in working the roads, and a better and more general nu derstanding can he got as to what are thc duties und powers of a road Overseer. While we never expect to sec tho public highways properly kept up under the pres ent law, at the same time we recognize the fact that there is little hope of any material change in the law for several years to come, and therefore shell aid in whatever way we eau any measures that wo. tliink likely to enhance tho utility of the law. Is it not in order for thc County Commissioners to ap point a day and ask the Overseers of the highways to meet them In a convention ? Saleday in April would bo a good time for tho meeting. Tho I'ubllc Ronds -Tho Overneer?' Conven tion. In tho convention of Overseers of public highways, the principles and philosophy of | road- working should bo thoroughly con sidered and freely discussed, with a view to perfecting some uniform plan for road working. And let it be adopted mid car ried to thc four corners of thc county, to the end that all tho roads may be worked on the same system ami all the hands liable to road duty bc required to bear equal bur dens in the performance of that important duty. And in conclusion sonic ptain rules for working roads might be profitably adop ted for general practical use hereafter in the discharge of this unavoidable work of j necessity. Rules, in substance, liko the following would contribute to harmonize and conform the various plans and systems of road-working into one continuous sys tem all over the county : Kt'LE 1. Every Overseer shall be held re sponsible for the faithful and economical repair of highways in his jurisdiction. See that all his hands begin and quit labor at the some time, and that each one performs the same amount of work during thc day, according to personal ability. Lay oil" and direct thc hands to do such work as he may deem necessary to the economical repair of I his road section. He shall treat his hands ? respectfully and kindly, but firmly and authoritatively. He has no right to try or excuso any default or short coming of ] hands; bia duty is to make a note of de faults and return thc party to the higher authorities for legal adjudication. RULE 2. All hands liable to road duty are bound to d? full and faithful days' work, according to ability and by the onler and direction of the Overseer of the section in which they reside. RULE 3. Roads should be ditched on each aide wherever water will run. the loose dirt thrown to tho contre and leveled so as to carry the water from the road on the short est line into the side ditches, which must slope from their bottom upward to the centre of tho roadbed. Sand accumulated in side ditches should be thrown lo the centro two or three times a year and spread over the clay road to harden lt. ROLE 4. Water breaks should not be in troduced when they can possibly bo dis penscd with. And all loose rock over ono inch square should be removed, and none of larger size used in repairing the road. Water should never be allowed to stand on any part of tho roadbed. RULE 5. Water should never be diverted from tho road and wantonly directed into cultivated fields nor into timbered lands. No unnecessary display of work should ho made near a dwelling house, and hands should never manifest an unbecoming fa miliarity with orchards and watermelon patches located along thc roadway. N. Thc Legislature at its recent session hav ing passed an Act providing for thc enroll ment of thc namea of all who served their State in thc late war, and as far as possible to preserve and perpetuate thc history of each Company that entered thc Confederate servico from this State, now, with the view of aiding in getting up a complete enroll ment of Company "C" of thc Palmetto Sharp Shooters, thc survivors of said Com pany arc invited to meet an Anderson on Saturday, the 25th of March inst. Tho propriety of forming a Survivor's Associa tion, and of having a re-union of the Com pany during thc Summer will bc considered at this meeting.
