Th?pressure of business upon thc iA'gis laturelust week necessitated 'unt? morning mid night sessions, und the afternoons were I crowded willi business of various kinds, ; which prevented the prcpurution of our ? usual weekly letter, and therefore wo will I attempt in this lotter to give u brief resumo ! of the past two weeks lonislation, which will practically clone the. work of the sus ! sion, us wc will liually adjourn on Tuesday morning at four o'clock, und thu? reach ; our homos on that evening in time for thc Christmas' holidays, having completed thc v. .?rU of tho Legislatur? iii just four weeks, j which makes this the shortest session that has boon held since Ibu war. When we left oil'our hist letlcr thu dis cussion of thc propriety of abolishing inn no NU coiiir was just begun, nnd appeared to be quito ft hopeless tusk. It was discussed from day to day for about three day?-Messrs. Brown, Childs, Shaw. Cooke, Moody, II. K. Hemp hill, W. K. Bradley and Murray advoca ting its abolition, und Messrs. Kennedy, Humbert, Johnstone, iScarhoro, J.J. Heini? hill, Shiiud, Milt?, Aldrich, Buist, Billion tun and IIr.sk?>!! opposing. The speech*? I wore warm in Interest; and some of them quite eloquent, whilo nomo were to u cer tain extent personal. Of this hitter class nus the Hpoech of Mr. J. J. Hemphill, who was pul up to using certain articles from tho iNTBLtiueNOBB upon tho coupon cases before Judge Mackey to show that Mr. Muiray approved of tho Court, and was therefore inconsistent in now favoring its abolition; Mr. Haskell furnished him the articles, which were sent up from Charles ton by thu advocates of bondholder? in that city. * Mr. Murray replied, showing that he had read only "portions of thc urtiules, which, when taken us a whole, showell that his position was at that time in favor of the Bond Commission's report, und opposed to thu payment of the fraudulent portion of the lieut, without committing himself to the Court. Hu also argued that thc failure to get Kiiupton's testimony occurred after the nitidus were written, nnd that if he had favored tue Court before, timi wouid have been enough to chunge hid opinion. He said thai the bondholders had tried lirst to break up this Court by thu suits on coupon:', and that if thu contract was not binding on ' them it should not bu on the .Stat?. Ho argued that if thc Bond Court decided tho question in favor of the people, thc Sn? I picnic Court ol thu State or of the United States would decide it to hu an unconstitu tional court, and lints thu question wouid return to the.Legislature alter all. He was , in favor nf nettling thc question perma lieiitly, so as to satisfy the people, and at the same time uivc security lo thu bona lido , bondholders. When tho hour for voting arrived, the rull wu3 culled, and thu volo stood li lt y-th rou for aboHshiug tho Court, and fifty-seven against it. Mr. Murray then changed his vote to the major ity, so as to move a reconsideration, but thc Bond Court mau blocked this move by moving to reconsider and to Iny that mo tion on tile table, which was warmly sup ported hy Cen. Mcdowall, und thu question was tims liually disposed of. We will pub lish Dr. Brown's speech in full next week, as hu lias been too busy to furnish usn copy i of it up to this time. Although wu failed to abolish thu Court, the. discussion did a great deal of good by showing up tho truo character of tin: debt, which prevented the AlTROritlATION or ANY INTEREST to meet the accruing interest on the doubt ful debt of the State, lt required vtry lit tle effort to prevent this hvy of interest; und as soon as the decision upon it was made, Mr. Murray offered as section 18 of tho appropriation bill n proviso that enough of the money already iii the treasury which was belli to pay tho "interest on tho doubt ful debt; if it should bo decided valid, shnll be taken to pay the interest on thc vaiid and honest debt of the State for next year. This wau fought very hard hy thc Charles ton delegation, and Messrs. Haskell, Blue, J. J. Hemphill aud other.-, but wu?, suppor ted by douerais Kennedy, McOowuu, It. lt. Hemphill und Mr. Murray, und was adop ted by a vote ul 77 to tu. There was then s. ir.otioti muda to reconsider this vote, and {Ita motion waa laid on the table. Thc next iiiuht Mr. Buist moved to ?trike out thu wh?lu jusctlnn, but his motion was laid wi; thu ttsbiq by a vote of 70 to 20. Cen. McCt-Wan ?ieh??*->lr?? Uiake th? m'???y applicable to thu (wat due coupons of 1870 ( dud 1877. Mr. Murray opposed this, be i?ausu a law hud already passed providing for funding these coupons in State bonds, and took the position that it would be bad policy to puy thuso coupons in money, when tho owners ot them wore willing to biku bonds, und showed thal it would raise tho taxes to take this course, and therefore he moved to lay (Jun. Mcgowan's motion on tbs table, which was agreed to by a rote of 75 to 13. Dr. Brown then called thc pre vious question, which was sustained mid thc bili passed and was sent to the (Schute, where tue uectiuu wus sustained hy u vote of ?8 toU. The consequence uf this wus to reduce the tax levy for next year to 'Jj mills for Ststo purposes, and but for tho decreasu lu the laxublu property of tho Statu, owing to tho agreement of tliu.T?egis Iuturo to accept the County assessments for the present year, and havu a new assess ment miidu next year, thu amount, would have been still less. THE TAX I OU AXUKHSON COUNTY will bu: for State purposes'.ii mills, for com mon schools, 'J nulls; and for County pur poses, not exceeding 3 mills-so that the tax for next year cannot bc meru tit?n 75 mills for all purposes, and will bu less if the Coun ty Commissioners can get on with a smaller sum thtin three mills. This tax is to be collected in two equal installments-one half in May and thu other in October, willi the privilege to tho tax-payer of paying all in thu last named mouth by pnyiuga JKMI ulty of live per cent, on the first half. Thu cost, of advertising delinquent land sales has also been rudueud from ono dollar lo twenty live cents, and every consideration which is proper has been extended to the citizen. Of conreo having started out ahead, the friends of other candidates felt that he was tho man they lind to beat, and his original strength was thc cause of his llnal defeat. TUE BORU COI KT UECIBIOX has been rendered, and the majority, con sisting ol Judges Thompson and Aldrich, agree in declaring the fraudulent portion of the debt of thu State void, While Jud^e lltuUon holds that every consolidation bond is a valid debt resting upon n contract which the State cannot suele to set aside. The maloiity hold that the act creating tho consolidation l'omis was unconstitutionally passed, and that these bonds arenostrongcr obligation upou thu State than thc original bonds which were exchanged for them. The decision virtually sustains tho bond commission's rejKirt, and If carriol out will ??ave thc people about two million, dollars.
