Orr, in one of the few dis? patches \vhich he wrote during the short pe? riod which intervened between his arrival at St. Petersburg and his death, spoke thus of .his reception by Prince Gortschakoff: "I had a short but agreeable interview with the Prince. He referred to the Cata cazy affair, and expressed regret at its occurrence. He said that Catacazy was a fine"writer, who had been with him four or five years in the foreign office, who, he thought, would be of great service in America, but that he turned out a meddlesome fellow, greatly lacking in judgment. Dec 4. 1S73 AN ORDINANCE TO RAISE SUPPLIES FOR THE TOWN OF ANDERSON, For the Year Ending; 31st D-?c, 1874. BE IT ORDAINED, by the Intendant and Wardens of the Town of Anderson, in Council assembled, and by the authority of the same, That a Tax for the sums and in the manner hereinafter named, shall be raised and paid into the public Treasury of tho said Town, for the use and service thereof. That is to say? ON REAL ESTATE. Section 1. Fifteen Cents on every hundred dollars worth of Real Estate, other than the Anderson High School and Greeley Institute, for the purpose of paying the expenses of the government of the Town, and Fiftoen Cents on one hundred dollars worth Real Estate for the purpose of paying notes outstanding for re? wards and Railroad exponses. SALES OF GOODS, WARES, ?fco. Sec. 2. Twenty Cents on every hundred dollars of the amount of all sales of Goods, Wares and Merchandize, mado by any person or persons, between tho first day of January, 1S73. and the first day of January, 1S74. INCOMES. Sec. 3. Twenty Cents for every hundred dol? lars of the amount of income arising from fac? torage, employments or faculties; from the practice of the professions of the law, medicine and dentistry; from tho business of Daguer reotyping, ambrotyping and photographing in said Town; and all monies loaned at interest, and from dividends received on bank or other stocks. CARRIAGES, OMNIBUSES, &c. Sec. 4. One Dollar on each and evory four wheeled pleasure carriage, drawn by two or more horses. Fifty Cents on every one-horse carriage, barouche, gig, sulky and buggy kept for pleasure and not for hire. The license tax on all Drays drawu by two or more horsos, kept or used for hire, Ten Dollars each; and on all carriages drawn by two or more horsos, Two Dollars and Fifty Cents each ; and for all other vehicles on springs, drawn by one horse, One Dollar and Fifty Cents each. On each wagon, drawn by two or more horses, Two Dollars and Fifty Cents each ; and on each ono horse wagon, One Dollar and Fifty Cents each. ROAD AND STREET TAX. Sec. 5. That all persons liable to work on the | Streets, Ways and Roads be required to render 1 five ;lays labor on said streets, or havo the right to "ommute the same by paying tho sum of Two Dollars ; and if any person liable to this duty shall fail or refuse to make payment by the time hereinafter specified, shall be held liable to the penalties as provided by law. WATCHES. ; Sec. 6. One Dollar for each Gold Watch kept for private use. Fifty Cents for each Silver Watch, or Watch of any baser metal for pri-; vate uso. ITINERANT TRADERS A AUCTIONEERS. Sec. 7. Five Dollars a day by any Itinerant Trader or Auctioneer offering for sale within the limits of tho Town of Anderson any goods, wares or merchandize at auction or otherwise. Without having paid tho above specified tax, shall bo finod in the discretion of the Council for each day he or they may so ofi'cr; Provided, The provisions of this ordinance shall not be so construed as to apply to the ordinary dealers in grain, fruit, potatoes, tobacco, poultry, iron waro, earthenware, or other produce or manu? factures of like character. Also, Two Dollars on tho hundred of all fees and commissions re? ceived by each licensed auctioneer from the first of- 18?, to the first day of-18?. Provided, That this clause shall not include sales made by ordor of Court, or process of law, or by Executors or Administrators. Sec. S. And be it further Ordained, That tho taxes on Real Estate shall be paid according to the valuation by the Town Assessor, and all other taxes according to the returns, made on oath, to the Clerk of the Council. Sec 9. And be it further Ordained, That all returns shall bo made on or before tho first day of February, 1874, and all taxes shall be paid on or before the lirst day of March next, ex? cept the tax on Omnibuses, Hacks, Carriages, Buggies, Wagons, Drays, &c., kept for hire, which shall be paid before such vehicles aro allowed to run. And persons who shall fail to make their returns within the time specified, shall be assessed by the Clerk of Council; atid if any person or persons shall refuse or neglect payment of the taxes herein levied within the time specified, the Clerk of Council is hereby authorized and required to add Twenty per Cent, to the amount of the tax of the persons thus neglecting and refusing. And if the tax and per cent, is not paid with twenty days, it shall bo the duty of tho Clork to issue Execu? tions therefor immediately, and collect tho same by due process of law.
