BeI&oYte atid Miss Sallie E., daughter of Mr. ESas TiUinghast, deceased. AN ORDINANCE TO PROVIDE FOB THE ORGANIZATION OF A "POLICE FORCE." X. Be ? Ordained by the Town Council of Ander? son, That it is expedient and proper that a Police force should be at once organized at this place for the preservation of order, the protection of pri? vate and public property, and to aid the civil au? thorities generally in the maintenance of peace and quiet, by a due enforcement of the laws, II. That all white male inhabitants within the ?corporate limits of the Town of Anderson between the ages of Sixteen and Fifty years, who shall not be exempted on account of physical infirmity, are declared liablo to duty in said force, and it shall be the duty of the Town Marshal to make out a list of all such persons, and summons them to as? semble for organization, as he may be directed by resolution of Council. III. That the said force shall be organized as a Police Guard by the appointment of a Captain and fourteen assistants, and divided into fourteen squads of equal number, as near as may be; one ?of the assistants being assigned by the Captain to the command of each squad, which squads shall alternate in the perfermance of police duty for the apace of twenty-four hours, commencing at sun? rise one morning of each alternate week, and end? ing at the same hour on the next morning ; and in order to perfect the organization and discipline ?of the said force, and secure an efficient dischage of duty by the same, the Captain and his assis? tants shall be authorized to make all proper rules and regulations for their government. Provided, That substitutes shall not be accepted unless some ??satisfactory excuse be given to the assistant on du? ty accounting for the absence of the principal, IV. That as a joint Police force the said per? sons shall hold themselves in readiness to turn out ?et any time when summoned by the Captain or his assistant commanding to resist any band of rob? bers or disturbers of the public peace who may be too formidable for control by the ordinary police ?squad on duty. V. That it shall be the duty of the said Police force to preserve order and quiet in the Town at all times, and particularly during the night time; ?and for this purpose, any person or persons who shall wilfully disturb the said Police force in the performance of their duty, or shall be engaged in any fight, brawl, or other riotous, disorderly or indecent conduct, or shall be detected in auy of? fence against person or property, in violation of the ordinances of the Town and laws of the land, -or against whom a just suspicion shall exist that they have been engaged in, or contemplate a vio? lation of the public peace or laws of the land, shall be arrested, and if the officer in command shall deem proper, committed to the guard house for any time not exceeding twenty-four hours, at the end of which time, if not released upon the order of the officer in command, which he shall have power to do in case of trivial offences, they shall bo carried before the Town Council, further ?to be dealt with according to law. VI. That the said Police squads are enjoined ?to discharge their duties with the utmost caution ?and prudence, refraining from a resort to force where it is possible?the object of the organization ?being wholly to preserve order, peace and a due ?observance of the laws, for the protection of per? sons and property within the corporate limits of ?the Town. VII. That any member of the said force who ?shall neglect or refuse to discharge the duties im iposed by these regulations, or shall, when on du? ty, be guilty of any disorderly or improper con ?duct, or 'refuse to obey the lawful commands of -the Captain, his assistant in command, or the lead ?er of his squad, may, on conviction before Couu ?oil, be fined in any sum not exceeding Twenty Dollars for each offence. VIII. That the Marshal -shall cause the Town Bell to be rung at 9 o'clock in the evening, and at ?daylight in the morning, as heretofore, until oth? erwise ordered. C 2 A PLAN TO RESTORE THE MAIL SERVICE OP The South, TO the people of Virginia, North Carolina, South Carolina, Georgia, Alabama, Mississippi, Louisi? ana, Tennessee, Arkansas, Missouri, Florida aud Texas : Having recently returned from the South, I am well aware of the great inconvenience to which the Southern pcoplo arc subjected on account of lack of mail facilities. This is, to a very great extent, owing to the oath with which contractors are required to comply, there being but few men at tho South who can take it. Having conferred with the proper authorities, (and obtained their approval,) I find that this difficulty caa be obviated and the mails established upon every route at the South, and at the highest rates admissible for the people of either the North or South* Being a Na? tional Union man, (late of North Carolina,) by which I mean one that is alike opposed to the her? esies of the Extremists North and South, 1 can take this oath and thus form the connecting link between the Southern people and tho United States Government. This I propose to do, and establish mails on every route at the South now destitute of them, as follows : . Any person who is desirous of becoming a con? tractor will address me at once, stating the route or routes of which he wishes to become contrac? tor, (stating the extreme points to be connected, which, of course, should be on some route hereto? fore established.) I will then contract for such route or routes in my own name, and let the par? ties have them at a discount of 2* per cent, on the annual amount for carrying the mails on said route or routes, which will be about 25 cents per mile for a weekly, 50 cents for semi-weekly, and 85 cents for a tri-weekly mail?payment to be at the close of the quarter. This arrangement will se? cure the route to the sub-contractor substantially the same as if it were his own contract, and fre? quently at a better price than could be obtained in the usual way, where there is so much competition. Persons confiding to my care may rely upou fair dealing. All accepted bids will bo entered upon the books of the Post Office Department, where they will be open for inspection. Persons when making application should send a guaranty signed by at least two guarantors. The guaranty should be certified to by a Postmaster or a Judge of a court of record. Applicants can, if they desire, obtain blank forms, printed by the Government, by addressing either the undersigned or the 2d Assistant Postmaster General, George W. McClellan, who will take pleasure in giving all the information that may be desired. The proposal, (a form of which it is not neces? sary to give here,) will be filled by the under? signed.
