THE undersigned designs compiling a book of. OUTRAGES committed by United States soldiers, during the late war. For this purpose he solicits information from all, with dates and localities, and, when possible, the name and rank of the perpe? trator. It is confidently believed we can, with much advantage to ourselves and cause, compare notes with our Northern friends in regard to the merits and conduct of the war. In this work we promise to abstain from an in? dulgence in such base and slanderous language and insinuation as may be found on almost every page of Prison Life in the South, The Story of the Great March, &c. As a member of the press, we ask brother edi? tors to give this notice one or more prominent in? sertions, with such comments as they may deem proper, and, as a late Confederate soldier, we ask of all, such reliable facts and information as they may possess. Nothing but well authenticated facts are desired. FRANK E. BURKE, Selma, Ala. July 12, 1866 i HEADQUARTERS, STATE OF SOUTH CAROLINA, Charleston, S. C, June 29, 18C6. GENERAL ORDERS NO. 9. I. The Bvt. Major General Commanding, lias noticed with deep regret the disposition, on the part of freedmen in the vicinity of Charleston, and aloftg the coast, to disregard their agreements on plantations, to the neglect of the crops, and to cither lay idling about their houses, roam at large over the country, or congregate in Charleston and other towns. This total disregard of all obliga? tions to keep their contracts in good faith, will cause an entire failure of crops in the State, and the result must be destitution and starvation. The increasing amount of theft, drunkenness and va? grancy demands that the most prompt and severe measures be taken hy all officers to check the evil. II. It is ordered that all men or women who leave the plantation on which they are employed to labor, cither by the month, for share of the crops, or as renters of land, and thereby neglect their growing crops, be at once arrested as vagrants, ! and put to work on the public ro*ds, as provided for by Par. XII., G. 0., No. 1., Headquarters, Department of South Carolina. All planters who have freedmen employed on their plantations, who do not, at this important season of the year give their entire time to the growing crops, are authorized if, after reading this Order to them, and they neglect or refuse to obey it, to report them at once to the officer in command of the District, who will cause them to be taken from the plantation as vagrants and put to work on the public roads. Their children, if any, will he bound to such persons as will take care of them, and learn them habits of industry. III. A prison will be cstabliishcd for all persons of color convicted of such crimes as are not pun? ishable by death, on one of the islands, where em? ployment can be furnished, and all convicts will be compelled to labor from sunrise until sunset, under the control of such guards as will insure their safety. Any person convicted of selling spirituous liquors to a frecdman without a permit from some officer having control, will be fined in any sum, not less than twenty-five dollars ($25) nor more than one hundred dollars ($100) for every offence of which he may be convicted. BEING fully conscious of the impoverished condi? tion of the country, and knowing that many of our best citizens nre unable to meet their liabilities, if forced to do so, without an entire sacrifice of everything loft them out of the vortex through which they had passed, I desire to make the most liberal arrangements within my power, with all who are indebted to me. I therefore propose, to allow all persons indebted to me, (and disposed to accept the proposition) four years to pay their in? debtedness to me, by paying me regularly, in four equal, annual instalments. This arrangement will give ample time, and afford every opportunity to those indebted to me, to make the means necessary for the liquidation of their debts. All those indebted to me, will find it greatly to their interest, to call and settle with mo, as I prom? ise I will not sue any parties who accept of the i above proposition, and cuter into a settlement on ! the terms proposed. It is probable that there are small demands against many persous who have forgotten the satue, and it is therefore incumbent upon our former cus? tomers to investigate the facts, that they may be governed accordingly.
