Sec. 1. iit it enacted by the Senate and Ifuiitc of Representatives, now met ana* silting in General Assembly, and by the authority of the same, That a Convention of the people of the State of South Carolina is hereby ordained, to be assembled in the City of Columbia, on Monday, the seventeenth day of December, in the year of our Lord one thousand eight hundred and sixty, for the purpose of taking into consideration the dangers incident to the po? sition of the State in the Federal Union, estab? lished by the Constitution of the United States, and the measures which may be necessary and proper for providing against the same, and there? upon to take care that the Commonwealth of South Carolina shall suffer no detriment. Sec. 2. TliRton tho sixth day of December, in the year of cur Lord one thousand eight hundred sind sixty, the Managers of Elections for the. seve? ral Districts in the State shall, ?fter giving public notice as in esses of elections fotf members of the Legislature, open the polls and hold elections in their respective Districts for Delegates to the said Convention, in all respects in the same manner and form, and at the same places, as elections are now conduoted for members of the Legislature And alt persons who.sre qualified dnd entitled} by the Constitution and laws of this! State, to vote for members of ilie Legislature, shall be qualified and entitled to vote for said Delegates to said Conven? tion ; and in case of any vacancy occurring by death, resignation or removal from the State, or refusal to serte of any person elected a Delegate to the said Convention, the presiding officer of the said Convention shall issue his writ authorizing and requiring the Managers of Elections in the Election Districts in which such vacancy may have occurred, afti.r giving doe notice thereof, to open n poll and hold an election to AH Btfth faes?cy, as in cases for the election of members of the Legis? lature; that the Managers in the several Election Districts and Parishes, shall meet on Friday, the 7th day of December, I860, count the votes and declare the election. Sec. 3. That each Election District throughout the State shall be entitled to elect and send to the said Convention a number of Delegates equal to the whole number of Senators and Representatives which such District is now entitled to send to the Legislature; and the Delegates to the said Con-j vention shall be entitled to the same freedom of ar? rest in going; to, returning from, and whilst in at? tendance on. said Convention, as is extended to the members of the Legislature. Sec. 4. That all free white male citizens of This State, of the age of twenty-one years and up? wards, and who are entitled to vote for members of | the State Legislature, shall be eligible to a seat in the said Convention. They have been published so long, that most pub He men know their character, and therefore i deem It needless to give a minute account of the kind of matter they will contain. THE DAILY GLOBE will contain a report of the Debates in both branches of Congress as taken down by reporters, cqueal, at least to any corps of short hand-writers in this, or ia'any other country. A irinj?rity of them will each, be able to report, verbatim, ten thousand words an hour, while the av? erage number of words spoken by fluent speakers, rarely exceeds seven thousand five hundred words an hour. When the debates of a day do not make more than forty-five columns, they will appear in The Daily Globe of the next morning, which will contain, also, the news,of the day, together with such editorial articles as may be suggested by pars? ing events. THE CONGRESSIONAL GLOBE AND APPEN? DIX will contain a report of all the Debates in Ctn gresB, revised .by the speakers, the Messages of the Presidiiit of the United States, the Annual Reports of the Heads of the Executive Departments, the Laws passed during the sessions, and copious in? dexes to all. They will be printed on a double royal sheet, in book form, royal quarto size, each number containing sixteen pages. The whole will make, it is believed, at least 2,000 pages, "his is acknowledged to be the cheapest work ever sold in any country, whether a reprint or printed from manuscript copy, taking for data the average num? ber of words it contains. The coming session will, without doubt, bj an unusuaMy interesting one, because the debates will, in a great measure, be upon the policy of the Pres? ident elect, and The Globe will be, as it has been for Many years past, the only source from which full debates of Congress can be obtained.
