Butler’s lanrykould have ceased Ifapsom and Mr. Tillman. Columhia, S. C., Sept. 20, 1886. ^•liters Augusta Chronicle—Some time in July last Mr. B. R. Tillman ufated in a speecli at Aiken that Prof. Joyues had informed him that the South Carolina College offered to H)ake analyses of fertilizers for the Department of Agriculture for fl.OOi each. This statement was published in the Augusta Chronicle. As soon as ft O&nie under the observation of Col. A. P. Butler, the Commissioner of Ag r i cu Bure, he addressed a letter to Prof. Joyues asking if lie had made Wa statement, to which Prof. Joy lies Replied emphatically that be had not. OoJ. Butler sent a letter to theChroni- ^ple, In which he stated that “no such proposition had ever been made” by the College, and attached to it Prof Jqynes’ denial of Mr. Tillman’s state ment, and added that, ‘‘Mr. Tillman was mistaken or had been incorrectly Reported.” Mr. Tillman did not no tice tills correction, but some weeks afterwards repeated the statement in a speech at Laurens. As the corres pondent of the Chronicle, and an em ploy eeqf the Department of Agricu!- - itplture. I felt justified in noticing the matter in my correspondence, ami said that in repeating this statement Mr. Tillman was using an argumei t $'iat was “unfair and untrue.” I felt, ihat even admitting that Prof. Joynes told him that suull' been made, that, denial, Mr Tillman rjji to repeat it. He/lid not notice my cor rection, which was intended merely to correct a rumor that was calculated to do the Department of Agriculture an injustice. Mr. Tillman has never thought proper to notice, in the Chron icle, what I'said about him there, but tuore than a month afterward*, pub- llbhe 1 a letter in the News an I Cou rier, re-asserting that Prof. Joynes did make the statement to him, and con cluding by making a most vicious at tack upon me. Jf he had replied to Col. Butler’s denial, and placed the matter where he now tries to put it, as a question oi voracity between Prof. Joynes ami himself, I would never have said anything about it. Or if be had replied In the same manner to my communi- pation, I would willingly, have with drawn my, charge again.-1 him, be- paUse ho would have given some rea- feori that would have justified bis u. e of this argument. He did not.do this, however, but preferred to attack ui IQ the News and Courier, and in a planner that loaves the impression that he had originally intended to ig- ppre Prof. Joynes’ denial, as tin charge furnished a good argument hgainst .the Department of Agricul ture, but finding that it was tracking him down wherever lie went, he real ized that its force must be broken, hud after admitting, by weeks of si- |qnce, that lie was at least mistaken |h regard to the inforniaiion he bad | derived from Pr »f, Joynes, be pub- j lislied an article in the News amK'ou- J i rier, which, for spite and venom, has j . pot been equalled by any of his former | Jjrod actions.
