MEXICO AND MEXICANS 4 Miscellaneous Developments Bearing Upon Troubled Conditions. Second Lieut. F. H. Houston of the 28th infantry, killed a Mexican at Vera t'ru/., Sunday night. The Mexican was drunk and interfering with a policeman who was trying to take another drunken Mexican to the lockup. The first Mexican stabbed the policeman and w lien Houston interfered in behalf of the policeman, the drunken bully stabbed him. The American otticer shot and killed the Mexican on the spot. General Funston commended the otflcfr. The Japanese minister at Mexico City and an attache of the legation. a have fallen into the hands of a rebel band in the vicinity of Sayula and much anxiety was felt for their safety, latter advices are to the effect that the minister and attache had reached a port on the west coast of Mexico. Rumors coming to Juarez are to the effect that about forty Federal soldiers have been executed at Chihua- ; bun. The Constitutionalists explain j the executions by saying that the i prisoners were deserters from the 4 Federal army and deserters from for- \ mer Madero troops who had joined lluerta's soldiers. Conditions are reported 10 ue ?o bad at Mazatlan, that more than 200 women, practically starving to death, joined in a petition Sunday to the ( _ military governor of Mazatlan. asking ) him to surrender the Federal garrison ' in order that food supplies might be 1 allowed to come into the city by the ' rebels who are besieging the port. ( A force of 3,000 rebels have taken 1 charge of the towns of Teocelo and l Coatapec, between Vera Cruz and Mex- ' ico City, with the evident intention of isolating the seat of Huerta's government so far as the railroad to Vera t Cruz is concerned. The Federals are reported to be rushing reinforcements ] to Jalapa in the expectation that the rebels will cut the railroad there. The j rebels are also directing attention to , the railroad entering Mexico City from j other directions. I a A number of war vessels, now in Mexican waters, are to be returned to the United States during this month ( for overhauling, other vessels, however, are to take the places of the vessels returning to home waters. He read law and taught school at the same time and became an active lawyer in May, ISST. He was elected to ? the legislature in ISStf. lsits and 1900. ? He was elected Speaker of the House in January, lttol, and served until he tuit the House for that time. On his election, one of the leading daily papers made the following comment: "In the election of Mr. \V. P. Stevenson of Chesterfield county * to the speakership of the house yesterday the expected has happened. The expected by us at least, although the result of the vote seems to have afforded surprise in other quarters. ?>n the 1Mb of last May we said. 'We have before referred to Mr. Stevenson of Chesterfield county as one of the rising men in South Carolina politics. He has all the essentials for success as his career in the ^ House of Representatives has 'Y shown. For the last two sessions he has easily been the leader of that body ? * ? * He has never been defeated in any candidacy. He is a quick dea bater with an incisive manm-r, and a peculiarly attractive, although awkward delivery." The statement that he has never been defeated has to be now qualified, since he ran for Attorney <?eneral in 19<?2 and was beaten by a small majority. The Yorkville Yeoman said then that he was being urged to run for MeLaurin's place, and added: "There is no doubt that candidates for Congress from this the Fifth congressional district would j feel greatly relieved to see him in * the senate." The Fort Mill Times of January 30, 1 #01. after a visit of its editor to the legislature, said of him: "Tall, slender and loosely made, with a thin crop of sandy hair, a * stubby moustache of the same hue and a head that appears none too large, one is not apt to guess the ability of this remarkable man. So now having left the incumbent ouietly in otlice for sixteen years lie asks for the opportunity to serve his State anil the Nation as a loyal lieutenant of Wood row Wilson. Having in four years reached the top in the House of Representatives ami having also developed and shown increased ability in tin- subsequent years, both legal and legislative, we ask why lie should not be given an opportunity to do the same in the House of Representatives at Washington? As a man says, who has been present w it every session of the legislature since 1 am and knows Mr. Stevenson and the other public men of the State from personal acquaintance and observation.
