Chaplain of the Senate.?Rev. Oliver Johnson, pastor of the Associate Reformed Presbyterian church at Winnsboro, officiated as chaplain today in the senate of the United States. The invitation was extended at the suggestion of Senator Tillman and carried with it the privileges of the floor for the day. It was in the early days of his career here when Senator Tillman was familiarly known as "Pitchfork Ben" and was popularly supposed to be somewhat savage and untamed that he introduced Dr. Johnson to friends on the floor of the senate as a specimen of a "civilized" South Carolinian and elicted from Mr. Chandler, then a senator from Nw Hampshire, the pleasant rejoinder that Senator Tillman was himself beginning to show signs of becoming "civilized."?Wash ington special or January n> 10 Columbia" State. ? Among the new bills introduced yesterday was one by Senator Nicholson of Edgefield intended to safeguard the primary law. It provides for a new enrollment every two years six months before the date when the clubs meet to elect delegates to the primary election and that certified copies of the club rolls be filed with the clerk of the court thirty days before the first primary. Yorkvllle. S. C., January 16, 1913. IN obedience to an Act of the General Assembly, approved February 25, 1909. I beg leave to submit the following report in regard to the opera tions of the York County ' chaingang during the year 1912, together with a statement of the equipment on hand January 1, 1913: During the greater part of the year the chaingang has been employed on the North and South road out of Yorkville as directed by what is commonly known as the county road law, and up to January 1, 1913 had completed the construction of between four and five miles of said road full thirty feet wide and at a grade which at no place exceeds 5 per cent. With the exception of about one mile this road has been pretty thoroughly sanded. The bridge force has been operating in various parts of the county during about eight months of the year. It consisted of an' average of eleven hands. The bridge force started out with eleven hands and operated in various parts of the county during a period of eight months doing a considerable amount of construction work, including the following jobs: , 1. ?suiu a smaii oriuge on me wrailotte road, and did a considerable amount of concrete work on that road. 2. Built a bridge 200 feet long over Allison Creek at the McCaw place. 3. Rebuilt steel bridge 102 feet in length over Crowder's Creek at Davis's ' Mill. 4. Built bridge 75 or 80 feet in length over Crowder's Creek at R. B. Riddle's Mill. 5. Built bridge at the Starr place on Bethesda and Rock Hill road. 6. Built bridge at the Glenn & Alii- . son place, on lower Rock Hill and . Yorkville road. 7. Built steel bridge over Turkey ! Creek on Blairsville and Chester road, and in connection ' with this bridge ; built three concrete piers and four j earth and stone windwalls. 8. Built two cylindrical piers and wooden bridge at Thompson's Mill. 9. Built one concrete culvert 5x7 and ' thirty feet long at McPadden place on : upper Rock Hill and McConnellsville , road. 10. Built abutments for 24-foot , bridge on D. E. Finley's place on up- ( per Rock Hill and McConnellsville ' road. 11 Built abutments for 180 foot bridge over Wildcat Creek on upper Rock Hill and McConnellsville road. 12. Built one concrete culvert 4x5, 56 feet long at Bass place on upper Rock Hill and McConnellsville road, and another concrete culvert 4x4 and 52 feet long on the same road, also on the Bass place. 13. Built one concrete pier for bridge over Tool's Pork and began another cut. | 14. Built cattle chute at D. E. Fin- \ ley's place on upper Rock Hill and McConnellsville road. 15. Built two steel bridges with con- , crete piers, on North and South road, j one over Pishing Creek and the other , over Dobson's branch. 16. Built two bridges at McElwee's , Mill, one large and one 3mall. 17. Did quite a lot of necessary , ditching and other miscellaneous road { work, including the putting in of 12 | sets of tiles each set 24 inches in dia- ( meter and 30 feet in length. , Present Equipment.
