Representatives of France, Germany, Great Britain and the United States began gathering there last Saturday and Sunday for the purpose of trying to settle the dispute which is threatening war between France and Germany1. Admiral Sigsbee is there with a powerful American squadron and France, Germany and Great Britain have enough war ships on hand to make a most terrible row.
