From tbis standpoint the unanimity rule is a bad thing. j The ends of pure and practical justice would probably be met by allowing nine or ten members of a jury to bring in a verdict, if they are agreed. f'' Almost a Race Riot. Last Saturday, at Pinewood, a small station on the Atlantic Coast Line, near Sumter, Conductor Frank B. Hursey shot and instantly killed a Negro train hand, Lewis Burton, who was advancing, threateningly, upon v the conductor. The Negroes at Pinewood became disturbed and the white people, who are in a great minority, are fearful of violence, annougn conductor Hursey has been committed to jail at Manning. The coroner's jury, with the exception of three Negroes, was disposed to exonerate Hursey. On Tuesday A. L. Burkett, intendant of Pinewood, wired Senator Appelt for 20 rifles and 2,000 rounds of ammunition, as an uprising was feared. ? ___ 1 01 : or Governor Mcsweeney wirea ouerm Brabham to proceed toPinewood with a posse, and Captain W. L. Lee was ordered to have his company, the Sumter Light infantry, sleep on arms, ready to proceed to Pinewood at any moment. The trouble was at last peaceably averted. r The State and.Drunkards. This is a Columbia dispatch to the New Orleans Times-Democrat: The question of the state, which has a monopoly of the liquor buisness, establishing an asylum for drunkards, where they will be treated for the disease on a system similar to that used in the Xeely institutes, has been discussed for some weeks. The idea has taken some * hold and it is probable that? bill will be introduced in the legislature making some such provision. There are two propositions that have advocates. They contend that excessive use of liquor is io many cases a disease ; tbat the imbiber is to all intents and purposes insane, and entitled to treatment by the state? doubly so when the state is the sole dealer in liquor. Others urge tbat the legislature pass a law making drunken ness a crime and establish a reformatory for drunkards, where they can be given bard work io a cotton mill, machine shop and on a farm. As * most drunkards are from cities and towns, it is contended that the fear of being humiliated by being sent to a reformatory will do more to keep them sober than any other earthly power.
