NOT HINTING TROUBLB. Aguintildo Snys He Has Been Maliciously Slandered. The following dispatch was received at the New York office of the Assoeia- ' ted Press on Monday : Manila, Philippine Islands, Septem- ' ber 19.?The Filipino government desires to inform the American government and people that the many rumors circulated regarding the strained rela- j tions between the Filipino and Ameri- ( can forces are base, malicious slanders | of the enemy to both purties, are with- i out any truth and are circulated for < the purpose of prejudicing the appeal | of the Filipinos for their release from i the oppression and cruelty of Spain. The relations of our people and yours i * mi _ 1.! .~ i . nave been ana win continue iu ue ui the most friendly nature, and we have ' withdrawn our forces from thesuburbs \ of Mauila as an additional evidence of J our confidence iu the great Atnericau republic. (Sigued) AGUINALDO. J SOUTH CAROLINA NEWS. Gone to Jacksonville. The Second regiment of South Caro- . lina volunteers is now at Puuama Park, Jacksonville, Fla. There is no definite information on the subject yet; but the probability is that within a mouth or , two the regiment will he sent to Cuba. ! Sergeant Deal will keep the reader* 1 of The Enquirer advised as to the ' movements of the troops. Coining Elections. I News and Courier : The chief elec tions before the general assembly will i be for superintendent of the peniteu- 1 tiary and members of the stale board . of control. Colonel W. A. Neal, the incumbent superintendent of the penitentiary, will have to eucounter con- j siderable opposition, in fact the woods | seems to be quite full of candidates, i The candidates for places on the stale 1 board of control have not yet come out. There is no certainty yet as to ironorn 1 OCQpmhlu Will <lo IViJUl; l?UV ^vuviu. Mwwv^.wV about the state board. Some seem to think that the management of the dispensary will be changed if the sys J tem is to he maintained. Mr. Cooper, who has just been nominated for secretary of state, will come off of the 1 board of control, and that will uiakt one vacaucy and Mr. Haseldeu's term expires and his successor will have to be elected. Mr. Haseldea will be a | candidate for re-election. It is under- ( stood that Mr. Elbert H. Aull, the I well-known editor of the Newberry j News and Herald, will be a candidate for clerk of the house of representatives. Spanish War Pension Claims.? i Claims for pensions under the late war with Spain continue to be received by 1 the pension bureau, says the Washington correspondent of the Philadelphia ' Ledger, and the applications, which < now number about 350, are simply placed on file, as they cannot he acted J upon just yet. So far the applications , cover claims for gunshot wounds and claims of dependent widows and mothers. Very few applications on account of physical disability have thus far " heeu filed. As most of the soldiers who have returned from the war are , OU iuriougn no acuou can uc mncn, ( as the men are still in the military service until formally mustered out. 1 As soon as the term of furlough has ' expired all of those who are to be j mustered out will be assembled and ' given their discharges, which will s sever their relations with the govern- { ment. When that is accomplished j those who have claims against the I United States for injuries received J during the war will he heard ; but j until that time no claim for a pension i can be entertained. The commissioner f of pensions has in view the formation , of a special division in the bureau for j the consideration of the Spanish- I American war claims, as soon as mat- 1 ters relating thereto reach that stage. It has been determined to make a thorough physical examination of the men as they are mustered out, so that the government shall possess a reliable history of each man's physical condition at the time of leaving the service. It is believed that this will work advantageously both to the government and the discharged soldiers, as while it will prevent fraud it will also simplify the claims of the deserving, who will not likely be called upon for such a burden of proof as is now the case. ? New York Press: Now that tintwo rear admirals have left the squadron, their respective champions among the sailors have much to say in regard to the naval parade. The men on the Brooklyn have a grievance that will not down. When the Brooklyn got thi-nmrh with Cervera's fleet off San liago the crack cruiser looked bad. The shots that had struck her had torn along her sides and she looked as if she had been through a fight. When the orders came to set sail for New York the Brooklyn boys wmted to bring their ship in with the marks of battle on her, that New York might see that she. had had no picnic and that her meu had been in a light place. It was while they were talking about what New York would say to the Brooklyn's battle scars that the NewYork, Admiral Sampson's flagship, signalled to them "Paint ship." Some of the men felt so angry that they actually refused to do so, and man} "played sick" rather than daub oul ? the Brooklyn's record with fresh paint, t The officers were none too happy about the order; but duty was duty, and it was done.
