SOUTH CAROLINA NEWS. Five Men Drowned. ? Two fishing boats were capsized by heavy seas off the Charleston bar last Wednesday and five fishermen?all negroeswere drowned. Justice Pope's Sad Bereavement. ? The State: Miss Mary Butler Pope, the eighteen-year-old daughter of Associate Justice Y. J. Pope, died at her home in Newberry last Friday. It Pay* in Columbia. ? The dispensary scheme is quite profitable in Columbia. There are three dispensaries in the city. During the month of September, their aggregate sales amounted to $5,701.20. The total profit for the month was in the neighborhood of $2,000. Cowan was Acquitted. ? George A. Cowan, who recently shot and killed a Negro named Abe Johnson, in the Waxhaw section of Lancaster county, was tried at the sessions court in Lancaster on Monday of last week and acquitted. The jury remained out only a few minutes. Decided to Come Home. ? Columbia Journal: The fifteen-year-old son of Mr. John H. liucnanan, ot Chester, who left his home last November and had not been heard from sinee, telegraphed his father on the 7th instant, from Michigan City, Iud. Mr. Buchanan advertised for his son extensively lust fall, but this is the first definite news he has had from him. The boy was expected to return home last week. They Seized the Seized Liquor. ? Dispensary Constable Coleman recently seized a quantity of liquor in Marion county and turned it over to the sheriff. One night last week, somebody orokc into the office and reseizedthe seized liquor. Before they left, they laid two bottles of whisky on the floor and placed between them a number of 38 caliber pistol cartridges. It is not known known whether the liquor was stolen by the original owners or ordinary burglars. Unual Crime?Vsual Punishment. ? Andrew Miller, colored, committed a criminal assault upon Elizabeth Tisdale, also colored, in Berkeley county, on Tuesday of last week. He was taken before a trial justice and confessed his crime. The trial justice started him to jail at Mount Pleasant in charge of a coustable. On the road, the constable was overpowered by a mob supposed to be composed of Negroes. The prisoner was carried away into the woods and shot to death. At last accounts there had been no investigation of the affair. Merged into the Farmer*' and Merchant**' Hank. ? The Alliance exchange of South Carolina, and the Farmers' and Merchants' bank of Columbia, combined their capital last Wednesday, and the new concern will be run in the name of the bank. The old bank officers remain iu charge, and J. A. Sligh, of the exchange, was elected vice president. The exchange was represented by five direc nw nnd thfi hank bv four. Dr. W. T. C. Bates is president of the bank, and E. M. Brayton, cashier. It is thought that the scope and usefulness of the Alliance exchange will be very much enlarged by the above arrangement. A Suit Against the State. ? The South Carolina legislature transferred the Columbia canal to the city of Columbia several years ago, reserving 500-horse power for the use of the State, free and absolute. The city transferred the franchise to the Columbia Water Power company, a Boston syndicate of which Aretus Blood is president. The State leased a part of its power to the Columbia Electric Street Railway company. The Water Power company has commenced suit to set aside the lease to the Electric company, but this is a suit against a State, and Governor Tillman has ordered the proceedings discontinued. An Income Tax Proposition.?Mr. Bryan, of Nebraska, who is a member of the majority of the committee on ways and means, is trying to have a graduated income tax made a part of the tariff bill. If it is not accepted, he will preseut it to the house in some form. The young Nebraska statesman thinks he has solved what is considered the most objectionable feature of the income tax proposition, the inquisitorial feature. He would have it made the duty of every person liable to a tax upon his income, to go , to the officer and pay it and not subject him to be annoyed by agents of the government, which has been suggested as its disagreeable feature. He thinks those that had no desire to avoid the payment of the tax would escape the iuquisition or annoyance. He will propose a tax on all incomes above $2,500 at the rate of 1 per cent., 2 per cent, on $5,000, 4 per cent, on $10,000,6 per cent, on $25,000, and 10 per cent, on $50,000. His plan is to have the postmasters in cities of 10,000 population or less collect the income taxes, and in large cities to appoint a special income tax collector. He has been getting some information from foreign countries on the subject and thinks he will be able to present the matter to the house in a manner that will give the proposition the support of the majority. He says it solves the questiou of raising revenue and gives the party an opportunity to carry out the plan of tariff reduction to which it is pledged. He does not know yet whether his plan will be accepted by the Democrats of the ways and means committee, as it has not yet been discussed at any great length. LETTER FROM L0WRYSV1LLE. Misses Florence and Katie Guy left for Asheville, N. ('., on October 7, to attend the female college at that place. A number ot our citizens expect to attend syn od at Sharon next Saturday. Rev. W.
