After supper, buggy riding, with all its
pleasures, was again fashionable, and was
carried on until the orb of day had soughl
its resting place behind the western hills
Then part of the guests wended their way
to their homes, while the remainder reassembled
in the house and enjoyed themselves
in sociable conversation. The pleasures
of the evening and the hospitality ol
of Mr. White will be long remembered by

since I wrote last, doing some damage tc
the crops, though not of a serious character.
This section will probably make
enough corn to meet the requirements oi
the people, and as yet the cotton crop has
not seriously suffered.

under their stubble land for a wheat crop,
and from the advantages to be derived
from early fall plowing it is hoped thai
many more will adopt the same plan. It
is also hoped our farmers will give more
attention to the making of manure on theii
farms, as a measure of economy and obviating
the expense of commercial fertilizers.
The debating society which meets regularly
at Mr. J. A. Barron's school house,
debated the question at the last meeting,
"Which is worth the most to the United
States the cotton or grain crop." After an
interesting discussion, in which two young
ladies joined, espousingthe cause of cotton,
the question was decided in favor of the
grain crop. The society will meet next
Saturday at 2 P. M., and discuss the question,
"Which has been treated the most
inhumanely by the whites, the Indians or
the negroes?" J. c. b.
Small Fry Newspapers.?The days ol
personal, administration, and, in a certain
sense, of political organs, have departed,
never to return. A paper that has not
merit in itself as a newspaper cannot live
either on pap or prejudice.' The people
are not imposed upon by pretentious and
mouthing papers that have no other mission
than to arouse prejudices in the hope
of imposing upon the credulity 01 tne pudlic
and thereby eke out a poor and shortlived

THE OUT LOOK.

AN ORDINANCE
To define the limits of a fire district within the
town of Yorkvilleand to prevent the erection
of structures of any other material than that
prescribed.
BE IT ORDAINED, by the Intendant and
Wardens, the Town Council of Yorkville,
S. C., in Council assembled and by the authority
of the same:
Section 1. That the entire limits of the said
town shall be deemed a fire district exceptsuch
portion thereof as lies at least a half mile to the
East and at least a fourth of a mile to the West
of Congress Street.
Sec. 2. That no person shall erect a structure
other than of brick or stone upon any of the
lots fronting on said street, without a special
permit from the Town Council based upon a
resolution duly entered upon the Minutes;
and in every other portion of the fire district
all structures shall, in the absence of a like
permit, be erected of good lumber, well seasoned,
upon brick or stone pillars, with chimneys
and hearths made of the same material,
and with tin or iron roofing.
Sec. 3. Any person who shall violate, or attempt
to violate any of the provisions of this
Ordinance, shall be fined in a sum not less than
twenty-five dollars or imprisoned not less than
fifteen days, for each offence.
Sec. 4 For each day that the structure shall be
permitted to stand after a conviction under sections
2 and 3 above a new offence shall be deemed
committed for which the offending party
shall bo amenable as under Section 3.
Done and ratified in Council assembled, and
under the corporate seal of the town of
[Seal.] Yorkville, S. C., this 9th day of August,
A. D., 1887.
