The Condemned Mexican Officers. The report that three Mexican officers had been condemned and shot for violation of the neutrality laws between that Government and the United States was premature, though from the following EI Paso, Texas, dispatch, it would seem there is no hope for Col. Arvizu, notwithstanding the intervention in his behalf of the United States authorities: General Lorenzo Vega, president of the Mexican military court that sentenced the three Nogales invaders to death, is in El Paso, and says that Col. Arvizu, Lieutenant Guitterez and the third Srisoner, a civilian, are still in jail at uayraas, pending an appeal for mercy to the President and Secretary of War in the City of Mexico. They were tried by a court-martial composed of two Generals and five Colonels and promptly sentenced to death on two charges of kidnapping and " T_ HT/v invading inenaiy territory. iu XUCAlUliU I official circles it is not thought that the intercession of Secretary Bayard for leniency will have the desired effect, for the standing of Arvizu in the Mexican army is not the best. There is no sympathy for him among his own countrymen, and the sentence of death will< undoubtedly be executed. A number of serious charges have been preferred against him on previous occasions. JAdvices received at the Marine Hospital Bureau from Key West are to the effect that the yellow fever is spreading through the town. Every effort is being made ov the officers of the bureau to assist the local authorities in checking the spread of the epidemic. A telegram was sent to Key West by the Acting Surgeon-General, authorizing the officers of the Marine hos. pital service, if( necessary, to employ skilled nurses at the Government's expense to care for the sick.
