The following is the law bearing upon first grade certificates: "County Boards of Examiners shall have authority to renew said certificates annually for a period of time not to exceed three years." And the following is the law bearing upon second and third grade certificates: ."In like manner County Boards of Examiners shall have authority to renew second grade certificates annually for a period of time not to exced two years." BE IT ORDAINED by the Intendant and Wardens, the Town Council of Yorkville, S. C.: Sectiox I. That any person or persons who shall, within the corporate limits of said town, violate any of the provisions of the Act of the General Assembly of South Carolina, entitled "An Act to further regulate the sale of intoxicating liquors in this State," approved December 24,1880, or of anv of the amendments thereto, now of force, shall, (in addition to the penalties imposed by the said Act for selling intoxicating liquors, or wines, fruits prepared with spirituous liquors, bitters or other beverages of which spirituous liquors form an ingredient, without a license, or being a druggist, for selling any of the aboye articles without a prescription from a regular practicing physician other than himself?which prescription shall be written as hereinafter provided), be fined not less than ten (10) dollars nor more than fifty (50) dollars for each and every violation, one half to go to the informer (whether he be the Town Marshal or not), and the other half to be paid into the treasury of the town; or be imprisoned not less than five (5) nor more than thirty (30) days. Sec. II. That the systematic giving awav of any of the articles enumerated in Section I, is hereby ordained to be a nuisance, within the purview of this Ordinance, and a violation subjecting the party or parties to the penalty imposed bv said section. Sec. III. That no physician shall^issuea prescription for any of the articles enumerated in Section I, without stating the name of the person in full for whom it is issued, and the amount and kind of liquor prescribed, and the quantity to be used daily, and without certifying at the foot thereof over his own signature : (1.) That he is a regular practicing physician. (2.) That he is in bona fide attendance upon the party named in the body of the prescription. (3) That said party is in need of medical attention, and (4.) That he deems the prescription issued the proper treatment for said patient. Sec. IV. RIDDLE <fc PEGRAM. A GRAND BENEVOLENCE. THE WORK OF ONE YEAR. ? THE great fraternal beneficiary society, known as the KNIGHTS OF HONOR, which has so rapidly extended itself all over the United States, did a grand work in 1880. During the year 1880, there was distributed in local charities through the medium of 2000 subordinate lodges scattered throughout the country, 8120,000. This fund was distributed without "any cost of disbursement. and went at once and "most opportunely to the needy.. While this sum is a handsome one in the aggregate, yet it was distributed without being felt by any member, and was less than $1.00 for each member of the order. The readiness with which the call for aid is responded to by the membership is most commendable. When Charleston was visited by the terrible earthquakes of last summer, liberal contributions were sent forward by the various lodges throughout the country, and only ceased to go forward when no more were needed. Aside from these noble charities, this great benevolent order teaches its membership to provide for those dependent upon them, when the members shall be called away from earth. It provides that a benefit of $2,000 shall be paid to the family of every member who dies in good standing in the order. This fund is raised by assessments upon each individual member. During 1880, twenty-one assessmenis were called to the .Supreme Lodge Treasury, and there was fmld out from the sum thus realized, in death )enefits to the families and dependents of deceased members, during the year, $3,123,000. These payments went, in the main, to those who otherwise would have left nothing for the support of their families. They were enabled to do this for the reason that the assessments are paid in sums oi one or two aonars pur iuuiuii iure?cu member, through the agency of his Subordinate Lodge. When we add to this benefit fund of $3,123,000, the 8120,000 disbursed as local charities, we have the grand total of 83,243,000 disbursed by the KNIGHTS OF HONOR during 1880. What a noble work was this, and how many widows and orphans have been kept from want,"and comforted in the hour of distress and neod, by the quiet but effective labors of this great brotherhood. HOME RELIEF LODGE OF YORKVILLE is in a prosperous condition, but its efficiency for the benevolent purposes of the order would be improved by increased membership. To give all who would avail themselves of the opportunity to join, the fees for initiation in the Lodge have been reduced to the lowest figure, thus placing it upon a footing with other mutual associations, while attendance upon the meetings is not enjoined.
