THE SILVER CERTIFICATES. The statement is made that the new silver certificates authorized at the last session of Congress will not be ready for issue much before the first of November. Considerable time is required for the preparation of the certificates, principally in the manufacture of the distinctive paper and in the designing and engraving of the plates. The contract for the paper was recently awarded. The designs of the plates have been preEared in part, and were recently approved y Acting Secretary Fairchild. The one dollar certificate contains the vignette of Mrs. Martha Washington; the two dollar certificate the vignette of Major General Hancock in full uniform ; and the ten dollar certificate the vignette of Vice-President Hendricks. The design for the five dollar silver certificates has not yet been selected. It is said either General Grant or General McClellan will be selected as the vignette. Heavy demands are being made on the Treasury Department for minor coin, especially one and five cent pieces, and arrangements are now being made with the mint authorities which will result in securing a supply sufficient to meet all reasonable demands. It will, however, take some time to coin the amount required. ? A Charlotte dispatch of Friday says: News reached here to-day of the killing near Laurinburg, N. C., of a negro named Patterson, a fugitive from justice from South Carolina. Patterson was wanted for burglary, and a reward of $200 had been offered by South Carolina officers for his arrest. Mr. Hector McLean, a fanner near Laurinburg, with the assistance of his hands, attempted his capture, when Patterson defied them to arrest him and attempted to make his escape, when he was shot. ? The family of the Misses McWhite, one of whom was killed and the other permanently injured in the Santee trestle calamity, have instituted suits against the Northeastern Road for $50,000 damages. The Hoard of County Commissioners require that the road hands of each and every district bo called out, and at least twelve days' work, for the year 18Sfi, be done, if necessary" All dead trees and hanging limbs on the roadsides must be removed, all loose rocks thrown from the roadbed, and mileposts lying on the ground replaced in position. The law makes it the duty of superintendents of highways to cause all roads in their respective districts to bo posted and numbered, and a pointer | placed at each fork of said roads, declaring the [ direction of said roads. The following abstract of the road law is published for the information of all concerned: All able-bodied males between the ages of sixteen and fifty are liable annually to work the roads not less than three nor more than twelve days, under direction of the road overseer, or pay one dollar per day in lieu of such labor. The persons warned are entited to twelve hours' notice of the place and hour of working, and of the kind of tool to be used: and any one who neglects to appear or refuses to work, shall be deemed guilty of a misdemeanor, and upon conviction before a trial justice, shall be fined not less than live dollars nor more than ten dollars, or be imprisoned in jail not less than five nor more than twentv days.
