Ex-Governor Hendricks is dan gerously ill at his home in Indianapolis. Gov. Perry on New Counties.?Ex Governor B. F. Perry has written, a letter t the Greenville Enterprise and Mountaineer ii which he discusses the Constitutional Amend ment as to counties. He says: The amendment which proposes to give th Legislature the power of making a great man; new counties in the State is decidedly objec tionable. The expense of building new Cour Houses, and jails, having an additional nuin ber of clerks and sheriffs, an additional numbe of juries, solicitors, constables, judges am other public officers, will amount to thousand and hundreds of thousands of dollars.and in crease the taxes enormously. But this is no all. Each new county will have a Senator This will give the lower country and the ne groes entire control of the Senate, which m Democrat or upper county voter should sane tion. I know it is said that a Democrats Legislature will not do this. run wuat cei tainty have we that the Legislature will al ways be Democratic ? Local influence ma; l>e brought to bear on a Democratic Legisla ture, to divide some of the large counties ii the lower part of the State. We should le well enough alone. The counties, now, an not too large for public convenience. If th< Constitutional Amendment should be adopted there will be applications for new counties b; the dozen, every depot and cross-road ston will wish a Court House. By all means, vot< against this Amendment, which will prove i dangerous and most expensive experiment Our taxes are already sufficiently onerous, ani we can not well bear any addition to them. ? ? ? The Constitutional Amendments. Our citizens will soon be called upon to de posit their ballots on the three proposed Con stitutional Amendments. The Amendment: as to the counties, we are tlrmly convinced should be voted down. .There was no publi< necessity for agitating that question now As a matter of fact a few distinguished poli ticians of the State seem to have fathered tha movement in a quiet way. If we are correct ly informed the movement commenced, no' with the people, but with a few persons wh< met in Columbia, planned the move, secum the concurrence of the Governor in that In would recommend the matter to the Legisla ture at its extra session. The leaders in thi same move induced the Democratic member: to hold a caucus. A portion of that numbei favored the Amendment, another portior opposed it, and quite a number thought then could be no objection to letting the peoph vote on it. AH this appeared fair enough But to the sequel. When it comes to voting the Executive Committee do not feel author ized to print and send the necessary tickets All their official power, as well as their art o transferring resjionsibility to County Chair men, is employed to champion the affirmative side of the question. This we believe to b< the true state of affairs, and our people an li,/inra ifiiLitliov it ic a fi'Ko of TIns?isn'i Ah tu j uui^u nur.iiuvi it iu u vwmv v* beville Press and Banner. ? ? The political situation in Tennessee is un precedented in our history, so far as we re member. In re-districting the State the Leg islature bmitted the three counties of Cumber lahd Meigs and Rhea, which are therefore nol included in either of the Congressional I)is trictsofthe State. The Attorney-General ol the State has Advised the Governor that this omission nullifies the whole act. It is to( late, of course to reconvene the Legislature and the result will probably be that the Gov ernor will refuse to certify to the election 01 anybody for Congress and that, therefore, Ten nessee will be unrepresented at the beginning of the next Congress, unless the Legislating can be convened between now and that time and how this is we do not know. If it cannol be done the Democrats will lose eight Con gressmen. Jfnraittial aitb Commercial. YORKVILLE, November 1.?Cotton, 9 to l?j CHARLESTON, October 30.?Cotton firm middling 103. NEW YORK.
