The president shall immediately cause such report to be forwarded to the president i of the county union. 11. The president, or any two members, 5 may call extra meetings. COUNTY UNIONS. 1. The county unions shall be composed of two delegates from each township union, and ' shall meet at the courthouse, on the first Mon- ( days in January, April, July and October. 2. There shall be elected at the first meet- , ing a president, secretary and treasurer. " ? * " * - A J 3. The treasurer snail receive irom, auu receipt to, the treasurers of the township unions for their respective assessments, and report the , same to the secretary, who shall enter the J amount received in his minutes, under the su- ] pervision of the president. 4. The president shall cause all persons reported for any violation of law, extortion, misapplication or embezzlement of public moneys in his county to be presented to the 8 grand jury, with the names of the witnesses to support charge. He may also employ coun- * sel to assist the solicitor in the prosecution, t when, in his judgment, the same may be necessary. I 5. After defraying the necessary expense ; of the county union, the president shall remit the balance of the assessments received from the towyiship unions to the treasurer of the ? State union, and report the umount to the 1 president of the same. STATE UNION. 1. The State Union shall be composed of three delegates from each county uuiou, to meet in Columbia on the fourth Tuesday in November, aud at such other times and places as the executive committee may appoiut. j 2. The officers shall be a president, three ' vice-presidents, secretary, treasurer and execu- (' tive committee. 1 3. The executive committee shall be composed of two from each Congressional district, aud the President of the State Union. All moneys expended by order of the State Union or the executive committee, shall be paid by a check drawn by the chairman of the executive committee, and the treasurer shall report to the State Union, at each meeting, an exact and particular account of such expenditures. 9. C., Juue 5. t To the Editor of The News and Courier: * In the course of my examination of the Hevised Statutes of the State, I have been struck 1 with au incongruity in our election law which, ( I fear, will entail, for this year at least, serious trouble and expense to the people. ] By Section 11, Article II, of the Constitution, the first election for senators and representatives is directed to be held on the 14th, ?t 15th and 16th days of April, of that year, (1868,) and the election on the third Wednes- s day in October, 1870, "and forever thereafter l on the same day in every second year." J By the amendment co this article and sec- i tion, approved January 29, 1873, the words are altered to read as follows : "And forever t thereafter 011 the first Tuesday following the , first Monday in November iu every second j year." Chapter VIII, section 1 of Revised Statutes, c provides "That the general elections in this j State shall be held, pursuant to the constitu- J tion thereof, on the third Wednesday ofOcto* t ber, 1870, and forever thereafter on the same ; day in every second year." I' This section has not been amended by any j 1 subsequent act, and must, f apprehend, 3till' w \oxmhstand as the law of the iState; for although :he act of 19th March, 1874, section 2, enacts 'that all acts or parts of acts inconsistent with .his act for the purpose of this act, are hereby repealed," yet as both the amendments of 1873 ind 1874 have special reference to article II, section 11 of the State Constitution, and to lone other, while chapter X, section 1, has reference to article IV, sections 19, 20, 21 and 25 of said constitution, and was passed in urtherauce of the provisions therein contained, with regard to the election of local or corDorate officers, these amendmeuts cannot by my implication be extended to the provisions >f chapter X, which, therefore, cannot be said ;o be "inconsistent" with the amendatory act >f 1874. The Supreme Court of the state having affirmed the validity of the bonds, :here can be no question of their safety as an investment. The bonds are to run for twenty years, with interest payable annually, at the rate of seven per centum per annum, and are offered at eighty sents on the dollar.
