"The Court of General Sessions is now sitting here, Judge Carpenter presiding. An incident occurred in court this morning worthy of record as indicative of themal administration of the law on the part of certain ottieers, and the prompt and fearless discharge of duty by the judge. One Cyrus Clarksou, colored, was put upon his trial for grand larceny, and on his arraignment selected a jury of colored mem He was proven guilty by the testimony of three while men, wholly unexceptionable in character, and each corroborating the other. The only evidence for the defense was the mere denial of'the prisoner that he had anything to do with the matter in hand. After a careful charge from his Honor, the judge, and a warning against yielding to the sympathy of race, the jury retired* and alter conferring, returned a verdict of not guilty, verbally, not one of them being able to write the verdict or sign his name. Tho clerk, under the direction of the court, wrote out tho verdict, and it was received and announced. Thereupon the judge discharged these jurymen from further attendance upon the court, stating Pthat the law required jurors to be selected for their intelligenceand honesty, and that he regretted to say that thev were not tit under the law to act as jurvmen. It has been the custom of the small . .. 1?... politicians, to wnomine lniporuuu uui; ing up the jury list is entrusted, to select men for the most part, first, because they were partisans anil colored men, and next, from those wno would be most grateful for the privilege of serving as jurors for the sake of the pay. The proportions "of race have often been as great as four negroes to one white man, and it lias rarely occurred that any really educated, intelligent and representative man of property has ever been placed on the 1 ist. When we consider that J udge Carpenter, on his own motion, has taken this honorable and fearless stand against this corruption of the very fountain of justice, he merits the plaudits of every fair-minded and patriotic citizen. It is a just rebnke totho low demagogueism that seems to render so many in high places blind to every perversion of authority in the interest of part}' and raise." Monday, January 26. In the Senate, a concurrent resolution from the House, agreeing to adjourn sine die on the 18th day of February, was laid on the table. Notice was given of a bill to authorize the counties of Chester, Lancaster and Chesterfield, to issue bonds in aid of the construction of the Cheraw and Chester railroad.
