In the Senate, a House bill to authorize and require the county commissioners of York county to change the location of the Armstrong Ford road, in said county, was referred to the Committee on roads, bridges and ferries. A House joint resolution to relieve the late county Treasurer of York county, E. M. Rose, and his bondsmen, was referred to the Committee on Finance. In the House, Mr. Whipper, from the Committee on Ways and Means, reported favoraply a bill imposing duties on certain instruments in writing. This bill levies a tax on all instruments of the following nature: Bonds, mortgages, deeds, bills of sale, notes, bills of exchange and complaints, demurrers, answers and replies. On notes, bonds, &c., the duty is ten cents for two hundred dollars, and ranges up to six dollars per ten thousand dollars. In legal proceedings the tax is one dollar and fifty cents each, and the Act to go into effect-May 1st, 1872. The Act is very similar to the Stamp Act of the United States. The same Committee also reported a bill providing for the settlement with Kimpton. Jervey introduced a bill to amend the election law. It provides for the election by the Legislature of the commissioners of election (now appointed by the Governor) and requires them to count the vote immediately upon the closing of the polls. It contains no provision for giving the opposition any representation upon the board of managers. Mr. Boston introduced a resolution that when the House adjourn it stand adjourned till Monday at 12 M., which after debate was adopted. A resolution was also adopted that Monday be set apart for the consideration of incorporation bills. Saturday, February 17, 1872. In the Senate, the proceedings present nothing of public interest. The House was not in session. Monday, February 19, 1872. In the Senate, Mr. Cardozo introduced a concurrent resolution, that the Assembly adjourn sine die on Thursday the 29th instant, which was agreed to, and sent to the House. In the House, Mr. Hayne from the special committee on the bills to make appropriations, submitted the following report: The special committee to whom was referred the bill and substitute to make appropriations and raise supplies for the fiscal year, commencing November 1, 1871, beg leave to'submit the following report: That they have had an extended interview with the State Treasurer and Comptroller General, who were present by request of the committee. Your committee find that there is a deficiency in previous years amounting, on account of the failure to levy aud collect the taxes, to the amount of $9f>0,000* now due and unpaid. The delinquency of the collection of taxes for the past three yearsamounts in the aggregate to about $1,200,000. Your committee are satisfied that the law for the collection of taxes is inadequate, and should be so amended as to insure the promptcolleetion of the same. The failure to levy and collect a sufficient amount in the past, is*the cause of the present financial embarrassment of the State. The neglect, also, of the Legislature, in past years, to provide annually for a deficiency in revenue, as prescribed by the constitution, renders it necessary now to greatly increase the rate of taxation. Your committee find the debt as stated by the Treasurer, for which a revenue to pay the interest should be provided, to amount to $11,994,908.98. The Comptroller-General fully concurs in this statement. The amount necessary to pay the interest on the same, at the rate of six per cent, per annum, will be $719,(594.54, if paid in currency, which your committee recommend. If paid in gold, the premium will have to be added, thereby increasing the amount. Your committee haveestimated the expenses of the State for the fiscal year ending October 31,1872, including the above, to be $2,4oo,000. Your committee recommend the adoption of the first section of the substitute, with this amendment in the seventh line, after the words "public debt," insert "which shall be paid in United States currency, or national bank notes." Beard, recently of Bryan, Texas, formerly of (Jralveston. She died on iheloth instant, aged 18 years and 7 months. It was the privilege of the writer to know her from girlhood to tlje day of her death. A more devoted daughter and wife we have never known. So amiable in her disposition?so constant in her devotion?so christianlike in all her walk. None knew her but to love her. But she is gone! Earth beholds her face no more. Jn the early spring-time of life?in the full bloom of innocence and loveliness and usefulness?wrapped in the mantle of purity?filled with devotion to all that is good, passed away the now sainted wife of our warm and much cherished friend.
