Harrison County Circuit Court, and recov ered possession of the horses by a writ of replevin, after they had been gone about two days. Captain Reed, by petition, removed the case into the United States Cirouit Court, to try the legality of his judgment and the validity of his process us superintendent. Yesterday, the distinguished attorney, ?Hon. M. C. Johnson, of Lexington, appeared, to prosecute Smith's suit in the United States Court, but Captain Reed bad received so little encouragement from the legal fraternity that he attempted no defence whatever. Judgment was rendered against him for the horses, and damages and costs. This default may be considered as a confession by the Freedmen's Bureau that the attempt of the Bureau Act to confer judicial power upon its agent was nugatory, and that the assumption ana exercise, by those military judges, of the power to de oide controversies concerning negroes, etc., was a pare usurpation. The Freedmen's Bureau in other States has exercised like jurisdiction with that in Kentucky, and judgments were rendered and collected. If such proceedings were violative of law iD Kentucky, they must be equally so eUewhere. Correspondence of the Charleston Courier. From Washington. OCTOBER, 30.?The departure of Mr Campbell for his residence in Ohio, on his way to Mexico, with some general instructions, is followed by many rumors and some positive assertions, in regard to his mission. It is asserted that he is to be aooompaoied by a high general officer?Grant, Sherman, or Hancock?who, at the head of fifty thousand men, including regulars, volunteers, and filibusters, is to protect Juarez, and guaranty the stability of his person, in opposition to his rivals and to his insubor diDale chiefs. An American Company of land speculators has obtained a colonization or some other grant, of Mexican territory, and that territory is to be ceded by Juarez to the United States. ^Whatever may be the truth as to the position taken by our Executive Government in regard to Mexico, it is quite certaiD that American speculators have taken hold of the subject with much eamestn'-ss and vigor, and intend, if possible, to turn it to good account. It may be true also, as is believed both here and abroad, that this administration would willingly create a Mexican or Fenian muddle, aud thus distract publio atteutiou from the immediate issue before the country. The effect would not be so sedcrotive as is supposed. It would scarcely induce the Radicals to reoogoize the excluded South ! Besides, several very menacing difficulties exist between Radical State laws and Conservative ma jorities of the people, snbjeot to those laws, j and they may require as much attention from this country, as the rivalries of Mexi- j can chiefs, or the filibuster schemes of New York speculators. But it is not certain yet that Mr. Johnson and Mr. Seward have really determined to assume in Mexico the position that Napoleon has abandooed. It would be impossible for this country, to go into a toreign war, or even undertake an armed occupa tion of Mexico But it would really look as if we were to alternate between domestic war and foreign war The Mexican complication is coveted, and urged on, by the Radioals?among them even there is speculation in Mexican bonds, debts and bonds, and the Administration will not, i it is to be hoped, be drawn into their j schemes. The Northern people, especially the Rad ical portion of them, are much excited by I the sentence of Lynch, the Fenian, by the Canadian Court. Even in Boston it is reported that public feeling is much aroused. But it was always the case in regard to any foreign rebellion The people sym patbized with, and aided in every rebellion or revolt that ever occured in any part of the world But when it occurs at home, a very revengeful and inflexible spirit is evinced, even against all who participated in or sympathized with a defeated revolu tionary attempt. There have been a few cholera cases here. It is not improbable that this city will have a visit from the pestilence The approaching cool weather may dissipate the pest before the session commences. LEO. Jefferson Davis. Fortress Monroe, Nov. 3.?The parole granted to Jefferson Davis, some months ago, giving him the privilege of the grounds of the Fortress during the day, has been extended, through executive clemency, in removing all surveillance over him and the guard from his room, in Carroll Hall, at night. Instructions to this effeot have been sent from Washington to General Burton, commandant of the Fort. This deprives his imprisonment of anything like severity and paves the *ay, it is generally promised, for a final parole, and release. All the guard being removed, he now enjoys perfect untrammeled liberty and every possible means of comfort and pleasure, while to be held a prisoner in the fort. It is said that be has expressed great gratification at this action of the Government, and already contemplates vacating Carroll Hall and taking up bis residence with Mrs Davis in the casemate assigned him shortly after his arrival here. financial ? Charleston, Nov. 1st.?Cotton.?Since our las weekly report the weather has been, with little exception, favorable to the picking of the staple; and although there are reports of damaging frosts in some neighborhoods, we are not disposed to think that the crop up to this time has received any material Injury from that source. The receipts at this point for the past week amounted to 83 bales of Sea Island, and 4584 bales of Upland .Cotton agaiust exports of 5117 bales, and sales of about 2100 bales. Notwithstanding the drooping character of the New York market for much of the week, prices here have been remarkably well sustained, Middling Upland selling at about 36c., for most of the period. On Friday last, in consequence of the declining condition of the Liverpool and New York markets, prices became unsettled and irregular, sellers, in some instances, submitting to a decline of a #c. to lc. per pound, but the business of the day, which amounted to 256 bales, was generally on a basis of about 37c. per pound for Strict Middling Cotton. On Saturday prices were rather weak, but not sufficiently so to cause a quotable decline, and, withafair demand, the sales of the day footed up some 318 bales, Middling selling for 36c and Strict Middling for 37c. per pound. On Monday buyers took about 305 Bales at unchanged rates. On Tuesday the market was active, with an improved feeling, the staple bringing full previous quotations, and the operations extending to 580 bales. Yesterday the market was full?buyers apparently were expecting a decline, which kept most of them out of the market, but holders were generally firm, although in some transactions a falling off in price may have been observed ; the sales amounted to 252 bales, as follows; say 4 at 30; 8 at 33; 15 at 34; 53 at 34# ; 98 nt 35; 38 at 35* ; 13 at 30; 10 at 36* ; 15 at 37*. We quote: Low Middling, 34 to 35; Middling, 36; Strict Middling, 37 cents. Corn.?The arrivals since our last are nbout 18,000 bushels front New York, and 7,000 from Baltimore. In consequence of the advanced rates in Northern markets, prices have to a certain degree been kept up here, notwithstanding there is but a limited demand; but buyers arc cautious and | arc only disposed to purchase for immediate wants. Some 5,000 bushels mixed Western were sold on private terms.? We quote nominally mixed Western at $1.32 to $1.34 ; White Western, $1.40, and White Maryland at $1.50 to $1.55 per bushel, weight, bags included. Flour.?The market continues to be well supplied, but | prices are firm and advancing. Northern nnd Western Super is held at $' 1.50 to ?12 per barrel; Extra $12.50 to $13 per barrel. Baltimore Super at $12.50 to $13 per barrel, and Extra at $14 to $15 per barrel; Double Extra at $16 per barrel. Georgia Flour is selling at $15 50 to $16 50 per barrel. Bacon.?There is a good stock of all kinds, and holders are selling at aboutprevious rates, say 18c. per pound for prime Shoulders; 20c. per pound for prime Ribbed, and 21c. per pound for prime clear Ribbed Sides. Hams ore held at 24 to 28c. per pound, as in quality. Sail.?This article continues in good demand and is selling at about previous quotations, say $2 50 per sack for common Liverpool. Bagging.?There is a good stock of Gunny Cloth on the market, but the inquiry is mainly for small quantities for country orders; prices remain at about previous quotations say 35 cents per yard for large lots, and 36 to 37 cents per yard for smaller parcels.
