Masonic Celebration rx Baltimore?Address of Hon. L. M. Keitt.?The Union Lodge, No. GO of the Masons of Baltimore celebrated t ie twenty second of February by a festival at Mason- j ic Hall. Hon. L. M. Keitt. of this State, dclivered an address, of which the Sun says: He (Mr. Keitt) said though coming among them ! a stranger, from the peculiar circumstances he | claimed more than a stranger's welcome. Maryland and South Carolina are bound by the masouic tie, and he felt at hoiuc among his brethren. The celebration was the more appropriate, as it recall j ed the name of one of the first and greatest patrons of the order in this country?George Washington. | Masonry is founded on and inculcates a love of ; Country. It enjoins the pepetuity of social ties, and fosters the affections of the home and heart. | It regards as an essential virtue the practice of | all the social duties. He would not discuss the i antiquity of the order: the erudite searchers a mong old tomes and traditions have traced it existence back to the times that were, when the na- ! tions that now flourish were in chaos. The honorable speaker complimented the ladies . 1 and in the name of the order greeted them to the festival, though excluded from the mysteries of the order. Men required oaths to make them do good ; "you, ladies," said the speaker, "do good because you cannot well do otherwise. If you could come | into the order then would love come too, and with . love jealousies, and then the brotherly kindnesses of the members would not be so generously shown. Then give us your presence occasionally, and our , noble order must flourish forever." : BRrTALiTY.?The woman who has been arrest- ' ed in Fishkill, New York, for shocking cruelty to ( a little orphan girl whom she took to bring up, I kept a school in that village. The child is a Portuguese by birth, and 12 years old. very pretty, and tells a straight-forward story. One mode of torturing her was to make her hold a hot poker in her haud until completely burned to a blister, and after doing so to take a ruler and whip it upon ; the burned parts. Another mode was to strip the child naked, lay her upon the floor, and then draw the heated poker over different parts of her person, burning her in a frighful manner. At another ; time the teacher put a gag in the little girl's mouth, ] and made her keep it there for thirty-one hours, of course without food or drink. A string was i attached to each end of the gag and tied at the i back of the head. The sufferer was asked why < she did not untie the string, and the answer was ] that it was tied in a hard knot, so firmly that it ] sank into the flesh, and she could not untie it. At ] another time the woman cut all the hair off the child's head, and upon the top of her head is a j burn, caused by coming in contact with a hot ] etove-pipe on an occasion of being punished. The Philadelphia Argus pertinently adds, if the < above atrocities had been perpetrated upon a dar- ] key at the South, would not the hypocritical phi- ] lanthropist of the New York Tribune have barked ] himself hoarse with his vehement denunciations? ] As the sufferer was only a white girl, and the cruelty was practiced in a Black Republican commu nity, this oppression hater is as silent upon the ' matter as an Egyptian mummy. Is it not singular i that such shorn pretenders to benevolence should 1 be able to exercise a particle of influence over an intelligent community I < SST* The Austin correspondent of the Galveston Civilian, in his letter of the 12th ultimo, writes as follows: I uow have the pleasure of announcing the passage of one of the most important laws ever enact- < ed for the welfare of Texas. It is an act opening ' the almost entire public domain of the State to sale at fixed prices. To be brief, the Commissioner of the Land Office is authorized to sell land ( scrips in quantities oflGO, 320, 640 and 1,280 tracts. The lands in the Pacific Reserve to be sold ( at two dollars per acre : the alternate sections iuvades railroad and Galveston Canal grauts and lands on all the islands at one dollar aud twenty five cents per acre: and all other public lands at one dollar. The bill passed, on motion of Mr. Brown, at 10 o'clock last night. This morning a run was made on the Laud Office to buy fifty cents ' scrip (authorized by the last Legislature, as the ' price of lands in the Pacific Reserve,) before the ( Governor could sign this bill, and by 12 o'clock about twelve thousand dollars had been paid in ; ' but Gov. Runnels, hearing of the movement, lost no time in affixing his sign manual to the act and 1 notifying the Commissioner that it was a law of the land, which at 1 p. m. put a stop to thespecutiou. You will see that speculators were thus securing reserve scrip at fifty cents, while its price would be two uollars the moment the act was signed. Singular and Awful Freak of Nature?A Child with a Frog's Head.?A negro woman, belonging to Mr. Lawrence Smith, of Petersburg, Va., lately gave birth to a child, the physical malformations of which were of the most horrible and extraordinary possible character. Front the waist downward the child was like others and symmetrically built, but above the middle it was moulded into a frightful resemblance to the form of a frog. The head was flat, the mouth being several inches wide, and placed underneath. The nose was entirely wanting, as the eyes stood out like goggles. No physician who saw it bad ever witnessed any phenomenon to compare with it, and it was considered by them a perfectly unprecedented occurrence in the annals of embryology. It lived but a few hours. The ears were the only portion of the head which did not bear a resemblance to a frog, and these were much like those of a cat, being salient and pointed, and addiug still more to the horrible appearance of the auomalous creature. During the whole of the week now under review, a somewhat better feeling prevailed, and prices recovered | @ ^ of what they had lost at the close of the previous week. The UemanU still continues very good, and all that is offered is very freely taken at full prices, when compared with the Charleston and New Yorkrates. Fetner of this District, died on Saturday from the effects of a burn. The accideut which terminated in so melancholy a man- i ner happened on Thursday last. I The Numbers from 1 to 50,000, corresponding with those Numbers on the Tickets printed on separate slips of paper, are encircled with small tin tubes and placed in one Wheel. The first 457 Prizes, similarly printed and encircled, arc placed in another wheel. The wheels are then revolved, and a number is drawn from the wheel of Numbers, and at the same time a Prize is drawn from the other wheel. The Number and Prize drawn out are opened and exhibited to the audience, and registered by the Commissioners; the Prize being placed against the Number drawn. This operation is repeated until all the Prizes are drawn out. Approximation Prizes.?The two preceding and the two succeeding Numbers to those drawing the first 7 Prizes will be entitled to the 28 Approximation Prizes. For example: if Ticket No. 11250 draws the $70,000 Prize, those Tickets numbered 11248, 11249, 11251, 11252, will each be entitled to $400.
