The tax books will open October -JJj.th, the collection of State, County and School taxes for the fiscal year 1919, and will remain ope.i until Dec. 31st, 1919 without penalty. .From January 1st to 31st, 1,920, iclusive, there will be a penalty of one per cent added to all unpaid taxes.
