Kennedy was absent on account of the serious illness of his wife", who: is in a hospitol in Augusta, and Vice-Chairman P. Mr Buckingham ^ presided. Boylston, Home Demon stration Agents, Misses Clifford Barratt and Eloise Cave, Feel Adminstrator W. L. Lake Jr., Editor B. P. Davies, Hon. R.C. Holman, representing the Bar and chairman of Negro organi- ^ationation, John Eve. were present. These last named with the officers form the Executive Committee. It was t decided that the 4ow«*hip-organizations sliould- consist of ten members for each township appointed by the Township .Chairman and confirmed by the County Council. The nominations for the town ship-membership will be made at the next meeting. Several Red Cross ladies of the Barnwell Allendale chapters were present and ottered valukblesuggestions as to work and organization. Ministers representing different denominations made valuable remarks. The principal address of the ocassion was made by Mr. A. C. Phelps, chairman of the Sumter Chamber of Com merce and Sumter Council of Defense. Mr.. Phelps gave the -audience the benefit . of his experience as an organizer of the council in Sumter. He- spoke very feelingly of the war issues and filled his hearers with inspiration and enthusiasm. The field agent of the State Council of Defense, Rev. Hugh R. Murchison, was expected to address the meeting but it could not be learned just why he was absept. The- council before adjournment , requested that ♦Supt. W. E~. It is not the severity of pun ishment that, deters from crime, or misdemeanor, but the cer tainty of it. In fact, undue se verity often makes for a lax en forcement of law. The best rule for all law-making bodies is to make the peTialty light but its enforcement unfailing.. * * * Ignorance of the law is ho de fense for an infraction of the law, but that rule is based on the fact that all law9 are pub- lis ed in one form or another so as to be accessible to the peo ple generally; and I am advised by good authority that if the required form of publication is not made, that fact furnishes a good defense to a charge of having violated the law. The form of publication for town ordinances is by posting in some designated placte, or places. ' If I am correctly advised in regard to [this matter, I beg the atten tion of our honorable town coun cil and respectfully ask how many ordinances it has passed? within the last several mdnths, without seeing that they were properly published? People can’t be expected to cooperate with the law-making body with out knowing how' that cooper ation is desired, and they cer tainly cannot well know while the law-making body keeps its legislative acts a profound se cret, Also, in complying with the statute in the matter of pub lication, our town fathers might well go a little farther than the letter of the law, and have all ordinances printed in the two local papers as wejl as post ed in designated p^ces. Heroic Women of France. My words are no£~~,)owerful enough to do even scanty justice to the most heroic fig ure in the modern-world, and of ages past, the woman of France. Of the healthy men who are engaged in the military service in France, practically all are engaged either in transportation or in the manufacture of i. - munitions, leayiny the agriculture ebstrlirtefy to—the women. Not only this, but they have stepped into the place of work animals ; you can go into any section of France today and see women of magnificent, noble womanhood hitched to the plough and cultivating the soil. All of the agriculture rest upon their shoulders. The home, always an ( extremely efficient home, maintains a few’ old men, the wounded, and the tubercular. Uncomplaining, with high devotion, with an attitude that amounts almost to religious exaltation, the women of France bears the burdeu. • New’ conditions being as they are, does it lie within the heart of the American 7 people to preserve and hold to every conven ence of our life at the expense of adding.an additional burden to the womanhood of France-?- This—' isr the' exact question that is involved in our substitution of other cereals in' place of wdieat. The women of Franca must be enabled to hold up>he morale of the French soldjefuntil next spring. The morals of the house decides the rabrale of the soldier in the fighting line. Wo can do this by giving to them the greatest possible freedom in their food supply, aud of this wheat is the chief factor. LANCASTER HAS LATEST DEN TAL EQUIPMENT The following 19 a clipping from the News and Courier,s issue of the 14th. inst., We are reproducing this clipping ; in order that the people of Barn well County may be advised as to what some of her sons are doing. * -v Dr. Lancaster is . a worthy young man, and while he has, and is now- doing honor to. him self, he is a credit to our Coun ty, and a shining light to other young men to mould their future by. » The equipment in the new- dental offices opened by Dr. Dewitt B. Lancaster, in the Garden Theater building, this week is probably the most modern and up-to-date in this city and cannot he surpassed by any other dental office in t South. The operating- room hxequip- ped with the new’ Ritter elect rical apparatus, which is con sidered as the latest innovation in dental ^rrcles. All drills, atomizer^, sterilizers and other instruments are cojitrolled by a central 'electrical device that •greatly facilitates the operation of the instruments-. Dr. Lancaster is a gradaute of the College of Charleston in the class of 1914, and the University of Maryland in 1917. He took the first honors in dental work at the latter institution and,, in addition, was awarded , two medals and three certificates for unusual proficiency in special branches of dentistry. He comes from Barnw’ell, where he has been practicing for several months. T 1 The following statement, is made by the w’riter after an interview’ with Major Robert Muldrow’, who is now- occupy ing the residence of Mrs. Nor man J. Brown on East Wash ington Street.
