The Town stands divided on the momentous if=Rue of'street' or'uo street.' Seventy citizens have sigued a petition to the Town Council, urging that honorable body to knock (he project in the head. Rut everybody els3 seems to want the street, and so do we. And as petitions are generally signed as a mere matter of courtesy?and as we haven't the slightest idea that the petition in question repre sents the feeling of the great body of our citiaCOS?we hope the Council will lay it gently and kindly, but very firmly, on the table. Run-til Street is the only Mtcct run ning through the Town to tho Railroad If it is intended that Orangeburg shall gtotc, we absolutely need one or more streets running parallel with Russell. We don't believe in tight lacing, or old fogyism, but we do believe in progress of all kinds. Mr. Greene has enforced the require ments of tho Tux Law with a courtesy und a kind consideration which have woru him the good will and respect of all classes aud parties. His privat.? character is spotless. Such articles injure tho Times. They aro also painful to many good uion. They huve no other effect. The Supplemental Treaty. The Now York Sun has tho following editorial : The supplemental treaty for tho set tlement of the Alabama controversy really contains nothing but tho abandon ment by th? Government of the United Stutcs nt its dcumud for indirect dama ges. This abandonment should properly bo the act of the President alone. He mudo the detuaiid for these indirect damages before the tribunal ut Geneva without consulting thu Senate, and ho bus tbc sumo power to withdraw it us ko bud tu make it. There Ls no aced for aoy supplemental troaty, or for going to the Senate with the subject. In short, the only purpose of thi* nupplctooutal treaty is td relievo General Grant of tho responsibility of undoing his own set and retracting bis own indecent blunder by putting upon the Senate the responsibil ity of advising and eousenting to the ?retraction. As tbe demand for indirect damages wis inserted in the treaty with out any expectation that it would be allowed by the arbitrators, or that any money would ever be received on ac count of it, and as it is no longer denied that this demand Was a mere piece oi pettifogging buncombe, a shorn. and a humbug, so this supplemental treaty, with tbe ceremony or its submission to the Senate, is another piece of buncombe, another sham axul humbug. If the President sees, as he virtually confesses that he docs see, that tho case which he presented at Geneva is bad and unjus tifiable, why doesn't he withdraw it squarely aud manfully, and why docs he attempt to implicate the Senate iu the farce of this supplemental treaty? [General Grant has in this matter followed a course sound iu principle and sanctioned by precedent. Lawyers may have mistaken tbe law, but Grunt has not mistaken the practice.?Ed News.] Palmetto Orphan Home. The County Treasurer shall pay over all moneys by him recoived. which shall have been assessed by virtue of the vote of any district meeting, as hereinafter provided for, in tbe County it which such District is situated, on the order of the Clerk of the Board of Trustees of said District countersigned by the County School Commis sioner, to be used for the purpose directed by the District meeting so held.
