The Grand Jury of each County is the greatest machine for the correction and rebuke.of evils that was ever instituted. But there is a limit to their pow ers; if not prescribed by law, yet established by immemorial custom. These points we have not the time, even if possessed of abundant inclination to do so, to expatiate upon to day. The facts to which wc desire to bring the attentiona,of every fair-Uiiiukd mau of OrangebulgCounty, arc tho following: In the first place, the Grand Jury starts j^^'h b?c proposition that ,:our goyeruiui-ut is conducted upon a cash system.'' Now wo disagree with the Presentment of tho Grand .ln-y right hefe?^ Af'nd before we go any fur ther, let'lf'be distinctly understood that we only intend to b- fair; and if any thing wc.shall say has, thosoemrng of un fairness it; will not be the result of a de sire to misrepresent the troth. Now, to fciy the least of this, it i? a startling proposition ! Of course so far as ''the collecting of taxes is concerned" it is condul^d, upon a "cash system;" but what, prAy,'has that got to do with the disbursement of these taxes ? Could the govprnmcftf live for a duy if it had to pay evety djrtELtt contracted upou the spot ? Could the ideas of a llepublicau liberty ami freedom, bo upheld in this couutry until 18-72, ifdt were established upon this basis? It is' the merest bosTi to advance any such proposition ; and wc must confess our utter astonishment at seeing such a startling idea come from the gcntlcuitmwhoin wo suspect to havo written tho Preseutnient. N^fA Let those who arc familiar with the history of our country answer. Now to another point. After wading through n wide field of sttperfluous ground, of which it may be said nie Jits komm heraus Ahe Grand Jury makes tho following propositioua to "our legislatora:" "The Grand Jury, in order to protect certain evils desire to subject to the consideration of our legislators the pro-' prict.y of the passage of Aohs to the fol lowing effect : :r ^Isf. That County Commissioners be mndo bonded Officers, and that all con nected with the Office receive certain Salaries, nnd nothing extra. 2d. That no County Officer be per mitted directly or indirectly to lake part in County Contracts. Sd Thnt no County Officer be allowed to buy County Orders or speculate in thorn in any way whatsoever. We are ftwnre tloit at the last Scssidu of tho Legislature this matter was reme died mi i'ii .in County Commissioners were concerned; but wc think it best th .t tho Act be extended to include all County Officers. 4th. That the Approvers of Public lioiuls, he appointed among citizens who arc not office holders." The first proposition submitted, is that the ".Office of County Commissioners be made Bonded Offices." Now the now \ Constitution created the office to which we allude. That instrument does not1 provide that the persons elected to t!.- so positions shall give a bond. Under these circumstances, it would require that the .State bhould cull a Convention to change the Constitution. This alone will co t the tax payers nearly a hundred ihuu.-uud dollars. Though the Grand Jury says it would be economy, and we recbmbicnd that a Convention be called speedily. Let o r taxpayers stand the LI it 1.1 . The next ides is. to forbid the pur chase of County Orders :;tid Cheeks by County Officers. With tbbj we :igroe, in luto. They are told that it would be * favor to buy, and they strain their pockets, and do purchase We dou't say that any of the Grand Jury ivcr did such a thing. We be lieve uot. But wc do say that many who are the must loud-mouthed about County Officers buying Chocks, aro the foyeuaost in their "bescecbings" to have thou* to purchase. Here wc will jump a paragraph in the oxtraet given above, and cume directly to the point. This remarkable Presentment recom mends "That the Approvers of Public Bonds, be appointed among citizens who arc but office-holders." This is very goud too. Let the tax-payers pay the expenses necessary to work u change in the law, so as to make it agree with the recommendations of the Grand .f ury. It wn. cost something.
