Thai from and after tho 1 passage of iiiia act, all c:tizeoe of this State, having resided twelve months within the State, and sixty days in the .State, aud sixty days in tho town of Branchvllie, shall be deemed, and are hereby declared to be a body politio and corporate*, and the said town . shall be called and known by tho name of Jjrauch vi lie. aud its corporate limits shall ex tend one mile iu caoh directiou from the hotel between the railroads in said town Skc. 109. That the said town shall be governed by an iutcndnnt and four war dens, who shall be citizens of the United States, nud who shall hare resided iu this Statu for twclvo months, and shall have been residents of the said lowu sixty days immediately preceding their election, and who shall be elected on tho first Monday iu February of each year, fivo days' public*uotico thereof being previously given, aud that all malu in habitants of the age of twenty-ouc years, citizens of the State, and who shall have resided within Urn State twelve months, and in the said town sixty days imme diately preceding the election, shall be entitled to voto for said in tent! ant. and wardens, paupers and persona under dis abilities for crime excepted. . SEC. 113. That the said inten.l.int or wardens, or a majority of them, shall bttvo power to ab.ilo and remove all nui sances iu said town: and it shall be their duty tu keep ull roads, ways, bridges and streets, withiu the corporate limits of the said town, open und in good repair, and, for the purpose, they aro vested with all the powers of county commis sioners, or commissioners ot roads, for iind within the corporate limits of suid town, and thoy may lay out new streets, close up, widen or otherwise niter those now in use, aliud shall have full power to classify and arrange the inhabitants or citizens of said town, liable to street, road or other public duties therein, und to force, tho per lor in.; nee of such duty, undor such peualties as are now, or shall horcaiter bo prescribed by law, and they shall have power to compound with all persons liable to work tbo strcols, ways and roads in said tuwn, upou spch terms as their oiuiuaueca or by laws may eti -.?.?.?:-j ? tabliah, or their ruloa and regulations require, the money* so received to be oppliod to tbe public use of said town, and all persoqa refusing to labor, or failing to pay such commutation, shall be liuble to such fine, not exceed id g twenty dollars for one year, aa tbe said town council may impose. And they shall have power to enforce the payment uf auch fines in the same manner aa ia now or may bo hereafter provided for tho collection of county tales; and tbe said town council shalWiavo power, with tho consent of the adjacent land owners, to dose all such roads, streets and ways within tho said tewn as thoy may doem necessary, and they may keep in repair all suob new streets, roads and wajs as they may, from tin c to time, deem ne cessary for tho improvement and con venience of said towo : Provided, That, no street, road or way shall bo opened, wi.hc.t. first having obtained the con sent of tho land owner, or owners there of, through who??o premises any such new street, road or way may pass. &ec. 114. Tho said town council shall have power and authority to re quire all pcrsous owning a lot or lots in said town to close in, and to make and keep in good repair, sidewalks in fron . of said lot ?r lots, whenever the same shall front or adjoin any public street of j said town, if, in the judgincut of said council, such sidewalks shall be necessa ry; the width thereof, and the manner of construction, shall bo designated and regulated by said town council; and for default or refusal, after reasonable no tice, to make und keep in good repair such sidewalks, and to close in such lot or lots, the town couueil may cause tho same to be niado or put in repair, and require tho owuer to pay the price of mukiug or repairiug; and tho said town council arc hereby empowered to suo fur and recover the same, by action of debt, in any court of. cojuuetcitt jurisdiction : Provided, That such contract for making or repairing is let to tbe lowest bidder. The iuteudaut and war dens of said town, or a majority of them shall have full power to grant or refuse licenses to keep taverns or retail spirit uous liquors in the corporate limits of said town, upon such conditions aud under such circumstances os to them shall seem proper and right : Provided, That iu no in&tauoc shall tho price of a license to keep a tavern, or to retail spirituous liquors, be less than the amount established by tho .State, and all uionejs paid for licenses aud for fines and forfeitures, shall be appropriated for the public use of said town : Provi ded, That the inteudaut and wardens duly elected shall not have power to grant any lieeusc to keep taverns or retail spirituous liquors to extend boyond the term for which they have been elected. Thoy shall have power to reg ulate sales at auction within the corpo rate limits of the town, and to grant licenses to auctioneers, itinerant traders, to keepers of hotels, livery stables, bil liard tables, ten pin alleys, or other kinds of games of hazerd, still, or chance. They shall have the full and only power to itudosc a tax ou all shows and exhi bitions for gain or reward wf?hiu the corporate limits of said town. I Sec. 110. Tho intendsot and war dens elect, together with clerk aud trcas urcr. shall, during their term of offiie, be exempt from street and police duty. That tho charter of tho lowu of KcidvilJe, in the county of Suar. tauburg, be, and the samo is hereby renewed and extended for tbe Ufa of fourteen years, with the tame power that is confer red by this act oa the town of Grahams, Sec. 120. This act shall be deemed a public act, and continue id force for tire term of fifteen years, aad until tho end of the legislature thereafter. Approved March 9,1871. An Act to Incorporate the "WingaJi Guards, of Georgetown, South Caro lina. Section 1. Be it enattett by the Seouto and House of Representatives of tho State of South Carolina, now met and sitting in General Assembly, and by the authority of the same, That J Harvey Jones, George Pawley and Brass Richardson, under the name and style of the Wioyah Guards, they, and their successors and associates in office, be, end they aro hereby, incorporated, and made and declared a body politic, cor* poratc, in deed nud iu law, aud, as such body politic, shall have the power to use and keep a common seal, and tho samo at will to alter, to iuake all necessary by laws, not repugnant to the hiw'a of the land, and to have succession of officers and members, Conformable to suoh by laws, to sue and be sued, plead and be impleadcd, in any court of competent jurisdiction in this State, and to have, use and cujoy all other lights, and be subject to all other liabilities incident to bodies corporate. jSec. 2. This act shall be deemed and taken to be a public act, and shall con tinue in foree for the space of fifteen years from and after its passage. Approved March 7,1871. A NOBLE SACRIFICE or The Three Friends of Van* Vilalue AN EPISODE OF THE LATE WAR. In tho mouth of July of this last fate ful year, there did not exist a more tran quil, sunny spat in all France than the little village of Vauz VilaioC. Very ru ral and primitive it was, and tho echoes from the great tumultuous world without came few and faint among tho green Golds and purple vineyards, where tho birds sang bo merrily and the summer winds sighed so softly thiongh the rust liug trees.
