Tho said jury shall assess the value of the saute, aud report their action to the board of trustees, who Shall secure tho title and pay for tho site, as decided*by tho jury of view, out of any moiieys available for that purpose ; aud, upon such payment, the title shall im mediately vest in tho Trustees and their successors in office ? Sec. 41. That if any person or per sons shall threaten, or in any manner in terfere with the jury of view herein di rected to be appointed, while discharg ing the duties herein prescribed, he or they separately or conjointly, shall be deemed guilty of a misdemeanor, and, on conviction in any Court of competent jurisdiction, be fined not more than two hundred dollars, or be imprisoned not more than ninety days, or shall suffer fine and imprisonments iu tho discroiiou of the Court; and any moneys accruing from such fines shall be added to the school fund of the school district whore in tho guilty party or parties reside. Sec. 42 That when it shall so hap pen that persons are so situated as to be better accommodated at the school of any adjoining school district, or whenev er it may bo desirable to establish, a school composed of parts of two or more school districts, it shall be the duty of the respective boards of trustees of the school districts in which such persons reside, or in which such schools may be situated, or of the school districts, or tho parts of which the school is to be com posed, to transfer such persons for edu cation to tho school district in whichj such school house is or located; but the cnutneratirn of scholars shall be taken each district as if no such transfer had becu made; rnd such school, when so composed, shall bo supported from the school funds of the respective school districts from which the scholars may have been transferred. Skc. 43. That the school year shall continue for a period ol nine months, commencing and ending as, in the opin ion of the county board of examiners, best subserve the educational interest of their county, but the county school com missioners shall power to limit the tchocl year, according to ehe school fund ap portioned to his county. Skc. 44. Thai it shall be the duty of each school teacher to make out und tile with the clerk of the board of trustees, at tho expiration of each school mouth, a full and complete report of the whole number of scholar admitted to the school during each month, distinguishing be twecu male and femalo, the average at tendance, the branches taught, the num ber of pupils ergaged iu each of said branches, and such other statistics as he or the may be rcquied to make by the county school commissioner; nud until such report shall have been certified and filed by the said teacher, as aforesaid, it shall be the duty of said board of trus tees to require tho same, and forward the county school commissioner, before said teacher, can draw pay for his or services. On the filing of the teacher's report, the clerk of the board of trustees shall draw an order in duplicate on the county treas urer fur the amount due each teacher, which order shall be conutorsignud by OIU C'tv.'j ?' owu. ft 110 shall file the duplicate iu his office. Sue. 47. The school commissioner of the county of Charleston shall have jurisdiction outy over tho schuols and nil educational interests outside of the cor porate limits of the cily of Charleston. Seo. 48. 'J hut at the ;icxt regular muncipnl election in the city ol Charles ton, and at every regular municipal elec tion held thereafter, one school commis sioner shall be elected by the legal votes of each ward, who shall continue in office until bis successor it* elected and qualified. The echoo! commissioners so elected shall constitute a school board, and they may assemble nt any time and elect a chair man atid clerk, and superintendent cf city schools, whose term of office duties and compensation shall he prescribed by said board, but his term of office shall not exceed that of the board electing him. The duties ol the board aforesaid shall be tho same as those of tho board of .??chool trustees tor tho several schon 1 districts, id addition to which they shall, on or boforc the first day of October, fo: ward to the Stato scpcrintcndcnt of education an annexed report of all mat ters connected with the school iuterests of the city of Charleston, ?s are required of each county school commissioner. They shall also hove power to levy and cause to be collected, as other city taxes are, a sum not to exceed one and one-half of one mill on the doll r on all taxable property in said city of Charleston; and the money so collected shall be placed in tho city treasury, subject to the order of said city board of school commissioners. Sec. 4!). An annual meeting of each school distiiot shall bo held on the last Tutardtty of Juue, of each year, at 12 o'clock M., notice of the time and place being given by the clerk of the board of trustees, by posting written or printed notice:, in three public placets of the district at least ten days bsforc the meeting. Special meetings tuny be called by the board of trustees, or by a majority of the legal voters of the district; but notice of such special meeting, stating the purposes for which it is called, shall be posted in at least three public places within the district, ten days nrcyios to the time of such meeting. And no business shall be acted upon at any special meeting uot specified in said notice. Sec. 50. Tho following persons shall be entitled to vote at any district meet ing, via: All persons possessing tlu qualifica tions of electors, us defined by the c in stitution of this State, and who shall be residents of tho district ut the of offering lo vote at said meeting.
