The company shall nlso furnish the Comptroller General, through their agent, an annual statement of t he affairs of the cum puny, its provided in the second Section of this Act, nnd it shull be the duty of the agent or agents to publish the same. That if the Comptroller Bhall be some satisfied that any company is insolvent or unsafe, it shall be his duty to refuse li cense to its agent or agents, und to withdraw uny license that lias been already issued. Skc. ?. That any person w ho shall deliver uny policy of insurance, or collect any pre mium of insure nee or transact uny business of insurance in this State, for any company in the United States, or foreign State, not incorporated by the laws of this Slate, with out having first obtained license as by this Act required, or after hia license has been withdrawn, or who shall in any way violate the provisions of this Act, shall be fined for every such offence not loss than one hundred dollars, nor moro than five hundred dollars, at tho discretion of the Judge: Provided, further, That nothing contained in litis Sec tion shall release any company or companies upon any policy issued or delivered by it or i utsiO.
