Tho New Apportionment. Tho now Apportionment Bill will probably bo introduced into Congress some t" during tho present week. So lit vitne remain to tho present Con gress, that no'new bills will bo consider in committee, so that in order to get it through, it will be noccssary to offer it some Monday morning, during w'"it is called tho "morning hour," call the "previous question," and put it through without debate. This course, while it is an arbitrary one, is sometimes a just, and a money-saving one to tho couutry. Congress is not uujiko our own Legisla ture. There nro many members who like to talk for the purpose or appearing in the Globe. Others do so solely to hear tho music (?) of their own voices, like our legislators. To guard against this flow of words, the only recourse is to the "previous qucstiou." * The Western members, together with those from the Sonth, are anxious to pass t\ apportionment ?>ill during the present Congress, while tbe ^ow En gland and Middle State mon dc.?ire the ' question postpoued until tho meeting of the next congress. There are two plans advocated, one making the number of representatives 275, and the other fixing the number at < BOO. Whichever is adopted, we gain one member, and perhaps two. The West gains more than two-thi/ds of all tho increase, and henco her auxiety to have the matter settled at once. General Logan, of Illinois, w ill make the effort to have tho rules suspended during the present week, iu order to consider the bill, and shoi'ld he fail in securing the necessary two-thirds vote to enable him to do so, he will introduce the bill during the "morning hour, same ? Monday, and have it put through under the operation of the "previous question. Quite a number of representatives de sire the bill to operato in the next Con gress, calling new elections in States en titled to extra members under this bill, while a majority think it should not op ni-nlft r,r??! 1 jlio P"r>pt V-< 1?! rrl Pfinirr/ic? thus saving a great expense in conduct ing spcoial elections. Tho President is said to favor the bill, and we should not bo surprised il it passed during tho last low hours of tho session, and was made to apply to tho Forty-second Congress. If this should bo tho case, the question that would ariso bore, will be, which of the gentle men elected last fall, as "Congressmen at largo," would be entitled to tho place. In our judgmont, neither, for tho reason that the office To which they were olec ted did uot exist at the timo of the elec tion, and it is in antagonism to the spirit of our constitution to create offices for men. The office must exist at tbo time the person is elected to fill it, aud not bo brought into cxistenco after the election has taken place.
