Sectios JL, He U enaclrd by the Senato and House of Representatives of the Slate of Si.nth Carolina, now met and sitting .in General Assembly and by the authority of the same. That it shall not be lawful, after the first day of April, one thousand eight hundred and sixty-nine, for any agent or any Insurance company in the United States, or any foreign State, incorpo rated ny the laws of this State, to tnko risks or transact any business of insurance in this State without first obtaining license from the Comptroller General, which license shall ex pire on the olst day of March of each year. Sac. 2. Thath before the Comptroller General shall is.ate such license to any agent of any insurance company not incorporated in South Carolina, there shall be filed i* his ofhof.a'certitied copy of tho chatter of"the company irom w hich tho said agent or at torney has received his appointineut, and nlso a certified oupy of the ?ottt or resolution of the Trustees or Director of said company appointing him such agent, nccompattied by a*warrant ut appointment under the ofliciul seal of the company, and signed by the President and Se? rotary. No Company or Association whicli is now organized, or which may bo h?ictif ter organized in this State, to carry on tho business of insurance of any kind or kinds, shall proceed further with business (as tho caseniay be) until they have depositod with thVCJomptrollnr General of this State bonds or stocks of this State equal to the sum of' fifty thousand dollars par value for each Life Insurance Company or Association, and* twenty thousan 1 dollars par value for each other Insurance Company or Association. Tho Comptroller General shail hold such bonds or stocks as security for policy holders in the Company or Association ; but, s.o long as any Company or Association so depositing shall continue solvent, the Comptroller Gen eral may permit such Company to collect and receive the interest ou such bunds or stocks'so deposited.
