A The bill for tho re-admission of the State of Virginia to the Union was passed in Congress, on tho 22d. The announcement of tho fact was tho signal for grent rejoicing at Richmond. A salute of u hundred gnus was fired in honor of the ? event. Several thousand persons were present. National flags were raised on tho capitol. Governor "Walker niado a speech congratulating the people and predicting a glorious fu tuic for the State. AHiolored conservative made a speech to the same effect. Concession after concession was made, and Virginia is admitted, upon terms, to the Union, of which, a free soverci n, she contributed so largely to establish, and which she adorned. Tho "Mother of Presidents" the homo and tho gravo of Washington, subjected to terms, aud permitted to return, to her allegiance to her conquerors! Alas! days of yore, notions of State rights, obligations, of contract**, recogni tion of rights, of sovereigns, spirit of the Constitution, alas! all these, whero arc they? Echo answers, They are glim mering with tho things that were. Tho genius of this Union, nicthinks, must Itover around tho grave of Washington; as the whole theory and fact of its exis tence is associated with his name; and yet how unnatural, how passing strange this spot, hallowed with its associations, identified in its wreathed memory of pa triotism, would bo reduced to the status of a territory. Stripped of her sov ereign rightR and prerogatives and hum bled conquered suppliant, Virginia pleads of her conquerors, and is re-ad mitted by their suflV-rauce, to tho posi tion of her rights. Changed, changed be thy device, Vir ginia, ond instead of dotiuuee and tri umph, express iu beauteous and eloquent symbol, the languago of suppliuncc aud appeal. Instead of the attitude of erect victo ry, thy heel upou the tyrant's neck, pros trate, prono upon the earth ; urBuuic that of supplication, kneeling bring tho re cord of thy devotion to the Union of the I I jagt, hear iu thy arms, and resting on I t] thy bosom the urns, wherein the ashes of thy. sons, the Presidents arc storod. Aud around the eloquent dovicc, be engraven no longer the proud motto, "Thus to tyrants I" but changed, alas! let the circumscription read : " Yae IV tes !" Wo to tho conquered ! How times change, aud relative posi tions alter! Tho sovereign, the peer of yesterday, becomes the suppliant of to day! .The wrong of yesterday is the right to day ! Pointing to tho establishment of this Union of States, this compact of sov ereigns, like thino own Washington, ?'the first in war, the first iu poace," re hearsing the history of thy country, of which you may say, "quorum magna pars fui" let theso plead for thee, Vir ginia, n:id thy sister States, ouee thy equals, now thy eouqwerors eon not resist the appeal. They may impose condi tions, revolting to the logie of the past, but still they will admit hor. Whoro is he now, who talks of love for this great Union ? A re not all its tenderest, holiest, brightest associations wieathed around Virginia; nre not its relics, its archives, deposited with her, does not its great father sleep 'ncuth her soil ? And yot, these lovers and pcrpet uators of their Union, would revel over humiliation, would reduce her to a con quered territory, would turn tho spirit and tenor of its Constitution, into nn in strument of ruffian force, and apply its keenest edge to her bosom. Methinks this love for this great Union, is tho canting blasphemy of the holy name of patriotism ! The spirit of ] this Union has departed, and its love is ehnnged to an unholy thing. Nono love this Union 1 Thoso States which have ooorood their sister States, lovo not the Union, hot thoy lovo the tnbuio oi sup pliance and of wealth extorted from them. Query* i .' ' llow is any one to give bond and, se curity to prosecute, appear, or keep the peace ? The Homestead Law exempts from levy or sale under any execution, real estate to tho auount of 81000. and: per sonalty to the amount of $500. Judge Carpenter at th*> last terra of the Court decided that no Magistrate or other offi cer shottld aooept any one as seourity to any bond unless thav party was worth the amount of the penalty of the bond over and above the property thus exempted by the HomestJH-i It is true that the Constitution off the State, 8eo. 16, Art. I, says that "exces uUv oaii shall b or.j ?ft?e, be re quired," but unless the security is worth the amount required, over a?d ?h?e the Homestead exemption, it la na secumy at all. Every ono is to be considered ss worth nothing, except what ha is worth over Homestead. Now those who are worth anything over this exemption, are inclined to be scarce, in this section at least. 80 tkafi] unless tho few, who are worth something over tho Homestead, will beoKne securi ty for everybody, where is anybody to got security ? Every one who comes to prosecute, no less ho can find one of these scarce secu rities will have to go to jail, until the case is tried. One would think that every few would appear as prosecutors, if they had to lie in jail until the defendant was tried. Perhnps they would never find the de fendant, and the prosecution would re mai l in jail a life time. What a fearful dilemma I Severe Stok..i in Charleston.? A very heavy and unseasonable storm of rain aud thunder visited Charleston on Monday night last. The rain poured in torrents from 11 o'clock until four The lightning was very severe ; one bnilding iu King Street was struck and shattered. Woman's Suffrage.?A petition has been sent to Congress from Massachu setts, praying that a sixteenth amend ment to the Constitution be adopted, giving to women the right of voting. Prominent politicians predict that it must come, and that, in ten years woman will have this right. Doings In Columbia. The following bills have been intro luced nud read a first time : A bill to jxempt from taxation for five years all luiuufuctori s of cotton and woollen ubrics; a bill to require foreign insu a nee agoncies to pay a license for solic ting or taking insurance in this State? t provides that the County Commission rs may issue licenses for one hundred lullars payable annually. The following were read a second tiaie: A bill to provide for paying coroner's m ies, and a joint resolution to provide nedical aid to indigent sick in the dif orcnt Counties in tho State. Tho bill to provide the mode for per ?eiuating testimony relative to wills, eods, &e., destroyed during the war, was end a first time in the Senate. The Joint Committee on Education ave reported a bill which received its ist rending, which provides that the itato Trcai.urcr pay out of the funds ppropriatcd for the support of free chools, for the year between November 80S aud November 1869, (consisting f 150,000 besides the capitation tax,) lie claims of teachers for service* rendered luring the said year, at the rate five cuts per day for eaeh scholars actual tictt dunce; and that any one making a nlsc or fraudulent claim shall be fined a urn not less than twice the sum of such laims. The concurrent resolution for the djnurnmcut of the Legislature oo Tues lay March 1st, has been adopted. The hill to designate, the officers by rhom sales ordered by Court of Common 'leas and Probate shall he made, was Kissed and its title changed to an act. DoLarge introduced a bill to incorpor ite the Mayor and Aldermen of Char eston as a stock jobbing institution. The Hon. Lemuel Hooter, Judge of | he Fifth Circuit died at Camden on ?Hindny morning, 23rd, after an illness >f five days. On Monday his remains .vore, carried to Columbia, and in com pliment to his memory, both houses, liter adopting resolutions, Tributes re: vet, adjourned, and went in a body to tho depot to meet his remains. The body was carried to Lexington, Lho birth place of the deceased, where the funeral took piaco on Tuesday. Judge Boozer was in the Sixty-third year of his age. He was the first South Carolioia of any prominence who, joined the radical party. Requioeat in pace. Wednesday, Huh inst. is represented as a field day in tho Senate. Mackey was in the Gallery during the debate, but soon found it getting too hot for him and left. The bill was indefinitely postponed. This decision waa in the case of | Hick man vs. Bett a and others, who, as officers of the court and grand jurors, had indicted and arrested the defendant for treason against the Confederate Statea. The cause came from the Circuit Court for the Northern District of Ala bama, where the acta complained of were done during the war. The court below held that tho authority of the Confeder ate Statea waa a juatification. The .'Su preme Court reveteed the judgement and remanded the cause. Hard Times.?Under this bead the Suffolk Sun given several severe kits to the hard times grumblers: The ery of hard times, scarcity of] money, and such expressions, haa become to us rather sickening. We do not be lieve half that people say in reference to j the times. Everybody is bur-, and yet all the time complaining. Our people dress as well as they ever did. Their ta bles, as a general thing, are loaded with plenty. Meats, vegetables, fruits, and pastries in abundance. Why such con stant complaining ? The times are al w ys bard to some people. And in the most prosperous seasons in the history of | our country, there hare been some un fortunate poor persons in every commu nity with whom the times were always hard. This will always be so. But the truth is, the constant cry of hard times is with most people, a simple cloak to cover np thei^covetousneas. We are sick of it. The Legislature has elected the fol lowing persons as Regents for the Luna tie Asylum of this state: A. G. Markcy, Joseph Crews and Henry Sparnick, (white), Beverly Nash, B.F. Boseman, Joseph Taylor, R. C. Delarge, S. B. Thonpson and R. B. Elliott, colored. A Masonic Female College haa been opened at Cokesbury. 8. C, under the Presidency of A. J. Strafford. The Barnwell Journal says: we have bad rain throughout the district every lay for the past week, and our plantare are anxiously waiting for it to elear off to that they can commence operatious for the new year. The Jury made the Defendant pay tSOO.OO damages and all costs. It waa alleged that the uegrows were entic ed off, or hired by the Defendant about the last of January, after they had been already hired and set to work by the Plaintiff. The partita t? this suit ware neighbors. Tin Orleans Family in Francs.? The favors the Orleans family are enjoy ing, aays a Paris correspondent, form one of the significant signs of the times. Many of the moat eminent men of the French empire are staunch supporters of the family, and it is generally believed that M M. Jul.s Favre, Julea Simon, Eruest Picard and others will Btrcnuously exert themselves to secure their ultimate restoration. It is said that the Em peror dreads the family with a sort of | phobia. M. Dcnuncques has presented a second petition to tho Senate, praying a repeal of the laws which exile the houses of Bourbon and Orleans, and while U is deemed certain tint the petition will be rejected, it:? believed that it will help the feeling in favor of the latter. This feclipT has been strikingly manifested on the occasion of the funeral of the Duchess D'Aumale, in England, *-v hundredsof Frenchmen crossed tho chan nel to attend it; and again at the cele bration of the mass in St Ferdinand's Chapel, at Neuilly, which waa attended by 2,000 persona. Quite as imposing a demonstration is also anticipated at Chant illy, where still another funeral aerviea is to be celebrated. Generai J. M. Withers, formerly a Major General in the Confederate army, and who was Mayor o! Mobile dnrieg tho riot two or three years ago, and waa removed by Major General Pope, haa assumed the duties of editor of the Mo bile Tribune. General Joseph E.
