The announcement of the fact was tho signal for great rejoicing at Richmond. A salute of a hundred guns was fired in honor of the event. Several thousand persons wcro present. National flags were raised ou tho ?apitoL Governor Walker made a speech congratulating the people and predicting a glorious fu tuic for the State. ' A colored conservative made a speech to the same effect. Concession after concession was made, and Virginia is admitted, upon terms, to the Union, of which, a free soverei n, she contributed so largely to establish, and which sho adorned. Tho "Mother of Presidents" tho homo and tho grave of Washington, subjected to terms, aud jx-nnittedto return, to her allegiance to her conquerors ! Alus! days of yore, notions of State rights, obligations of contracts, recogni tion of t ight!;, of sovereigns, spirit of the Constitution, alas! all these, where are they ? Echo answers, Thoy are glim mering with the things that were. The genius of thic Union, mcthiuks, must hover around the gravo of Washington ; as the whole theory and fact of its exis tence is associated with his namoj and yet how unnatural, how passing strange this spot, hallowed with its associations, identified in its wreathed memory of pa triotism, would be redticod to the status of a territory. Stripped of her sov ereign rights nod prerogatives and hum bled conquered suppliant, Virginia pleads of her conquerors, and is read fcitHed by their sufferance, to the posi tion of her rights. Changed, changed be thy device, Vir ginia, and iustead of defiance and tri umph, express iu beauteous and eloquent symbol, the lang.mgc of suppliancc and appeal. Instead of tho attitude of erect victo ry, thy heel upon the tyrant's neck, pros trate, prone upon the earth ; ursuinc that of supplication, kneeling bring the re cord of thy devotion to the L' uion of the past, bear in thy arms, and resting ou thy bo$om the urns, wherein the ashes of thy sons, the Presidents aro stored. eogiaVO? Pointing to tho establishment of this Union of States, this compact of sov ereigns, like thine own Washington, ?'the first in war, the first in peace," re hearsing the history of thy country, of which you may say, "quorum magna pars fui" let these plead for thee, Vir ginia, and thy sister States, ones thy equals, now thy eouqaerora cannot resist the appeal. They may impose condi tions, revolting to tho logic of the past, but still they will admit her. Whore is he now, who talks of love for this great Uniou? Every ouo is to be considered as wort? nothing, except what he is worth over Homestead. Now those who are worth anything over this exemption, are inclined to be j scarce, in this section at least. So that unless the few, who are worth something over the Homestead, will become securi ty for everybody, where is anybody to get security f ' Every oue who comes to prosecute, un less ho can find one of these scarce secu rities yri\) have to go to jail, until the oase is tried. One would think that every few would appear as prosecutors, If they had to lie in jail until the defendant was tried. A very heavy and unseasonable storm of rain and thuuder visited Charleston on Monday night last. The rain poured in torrents from 11 o'clock until four The lightning was very severe ; one building iu King Street was struck and shattered. Woman's Suffrage.?A petition has been sent to Congress from Massachu setts, praying that a sixteenth amend* merit to the Constitution be adopted, giving to women the right of voting. Prominent politicians predict that it must come, and that, in ten years woman will heve this right. Boings in Columbia. e following bills have been intro duced and read a first time : A bill to exempt from taxation for five years all manufactori s of cotton and woollen fabrics; a bill to require foreign insu rance agencies to pay a license for solic iting or taking insurance in this State? it provides that the County Commission ers may issue licenses for ono hundred dollars payable annually. The following were read a second time* A bill to provide for paying coroner's juries; and a joint resolution to provide medical aid to indigent sick in the dif ferent Counties in thn State. The bill to provide the mode for per petuating testimony relative to wills, leeds, &o., destroyed during the war, was rend n first time in the Senate. The Joint Committee on Education reported a hill which received its Brat reading, whit a provides that the State Treasurer pay out of the funds appropriated for the support of free schools, for the year between November 18G8 and November 1863, (consisting id' ffiO.OOO besides the capitation tax,) he claims of teachers for service* rendered during the said year, at the rate five cents per day for each scholars actual ittcudancc; and that any one making a false or fraudulent claim shall be fined a sum not less than twice the sum of such claims. The eewcsrrcat resolution for the adjournment of the Legislature oo Tues day March 1st, has been adopted. The bill to designate, the officers by whom sales ordered by Court of Common Pleas and Probate shall be made, was passed and its title changed to an act. DcLarge introduced a bill to incorpor ate the Mayor and Aldermen of Char leston as a stock jobbing institution. The Hon. Lemuel Hooter, Judge of the Fifth Circuit died at Camden on Sunday morning, 23rd, after an illness of five days. On Monday his remains wero, carried to Columbia, and in com pliment to his momory, both houses, after adopting resolutions, Tributes respect, adjourned, and went in a body to tlie depot to meet his remains. The body was carried to Lexington, the birth place of tho deceased, where the funeral took place on Tueaday. Judge Booscr was in the Sixty-third year of his sge. Mveriug the opinion, that the pit* of au thority cou I erred by the Confederate Scat** for the indictment and arrest parties, waa no defence in an action fo damage* resulting freu? such proceed ings. This decision was in the case of Hick man vs. Betts and others, who, as otlumu of the court and grand jurors, had indicted and arrested the defendant for treason against the Confederate States. The cause came Iroin the Circuit Court for the Northern District of Ala bama, where the acts complained of were done during the war. The court below held that the authority of the Confeder ate States was a justification. The Su pre me Court reveteed the judgement and remanded the cans*. Hard Times?Under this head tho Suffolk Sun gives several severe kit* to the hard times grumblers: The cry of hard times, scarcity of j money, and such expressions, has become to us rather sickening. We do not be lieve half that people say in reference to the times. Everybody is busy, and yet all the time complaining. Our people dress as well at they ever did. Their ta- ] blcs, as a general thing, are loaded with plenty. Meats, vegetables, fruits, and pastries in abundance. Why sr.cn con stant complaining ? The tints* are j ways bard to some people. And in the most prosperous seasons in the history of I our country, there have been some un fortunate poor persons in every commu nity with whom tho times were always hard. This will always be so. But the troth is, the constant cry of hard times is with meat people, a simple cloak to cover np tbeir(covetousness. We are sick of it. It was alleged that the uegrows were entic ed off, or hired by'the Defendant about the last of January, after they had been already hired and set to work by the Plaintiff. Tho parti** to this suit were neighbors. ????????i Tue Orleans Family in Francs. The favors the Orleans family are enjoy ing, says a Paris correspondent, form one of the significant signs of the times. Many of the most eminent men of the French empire are staunch supporter* of the family, aod it is generally believed that M M. Jul.s Favre, Jules Simon, Ernest Picard and others will strenuously exert themselves to secure their ultimate restoration. It is said that the Em peror dreads the family with a sort of | phobia. M. Denuncquos has presented a second petitiou to the Senate, praying a repeal of the laws which exile the houses of Bourbon and Orleans, and while it is deemed certain tint the petitioo will be rejected, it b believed that it will help ?Vg in f**o? of the latter. This feeling has been strikingly manifested 1 on the occasion of the funeral of the Dueheas D'Aumale, in England, when hundreds of Frenchmen crossed tho chan nel to attend it; aud again at the cele bration of the mas* in St Ferdinand's Chapel, at Neu illy, which was attended by 2,000 persons.
