Wo ijivo our renders below (ho bill in troduced into the Legislature to regulate the salo of this staple; Something must be done inthis matter to protect our farm ers, and this, bill seems to us the remedy. Our citizens wo arc confident will be pleased t,o bear of its passage. A BILL' TO REGULATE THE SALE OP ad J COTTON. Be it enacted by tbo Senate and House of Representatives of tho State of South Carolina now mctnud sitting in Uuncrul Assembly, and by the authority of the same. Section 1st. That a Commissioner shall be appointed by- in each County, who shali rcsido at tho County-seat, Whose duty it shall bo weigh all cotton ?old either loose, or packed in bales or in the seed. He tdiall keep n record of all cotton weighed, in a book regularly kept, and open at all times to the inspec tion of the public. lie shall also keep a record of tho names of the seller, and if practicable, of the purchuseiTOr con signee, furnishing the seller with a cer tificate of the weight of each package, duly signed by himself, as Commissioner. Before entering upon his duties he shall take tho oath prescribe 1 by the Coustitu tion, and give bond in the pc;ial sum of 95,00.0 for tho faithful.performance of his duties. Section 2. The Commissioner shall have power to appoint a deputy in each locality where the public requirements demand it, on tho recommendation of 10 citizens, whose duties shall ho tho same as those of tho Comiuissio-icr, who shall take tho path of office, and give bonds in the sum of two thousand dollars for the faithful discharge of (heir duties. Section 3. Should any person or per sons bo found purchasing cotton without the certificate of tho Commissioner, or one of his deputies, be shall be subject to a fine of $300 with imprisonment in the State Penitentiary for uut less than one year. Section 4. That tho Commissioner or deputy weighing cotton shall receive ten cents for each bale weighed, nod live cents for each parcel less than one bulo. Section 5. All merchants or traders are hereby disqualified from acting as Commissioners or deputies under this act. Doings in Columbia. ' A bill to prohibit tho marrying of first cousins has been introduced in the house. Tho now Code of Laws and Practice is being discussed in the House. It re commends the establishment of a new in ferior Court, to bo called the "Court of Trial Justices," for tho trial oi'small and mean causes. The tiew code will define the duties of Magistrates, which are now vague and undetermined. Tho Labor Convention has adopted a memorial to the Legislature; which we print on another page. Tho new State House is said to be fitted up, in most elegant, style. The. carpet in .tho Senate Chamber, alone, ?Ost $1,200. In the Houbc the following notice of intention to present bills was made: By Guffin, to punish all persons carrying concealed weapons, except the State municipal' officers; by Sullivan, for an appropriation to furnish provisions to laborers working under certain contracts. *~ The presentment of the grand jury of Orangeburg, complaining of tho iticotn-' potency of the magistrates, was read and discussion ensued. Ransier and l)eLarge wens not complimentary to Judge Car penter, who had charged the jury. De Large said be hud sworn to discharge . tb.6 duties of bis office with impartiality and had becu confided in, but had proved recreant to the trust. ?f The bill extending the time for taking the census was then considered. NY right, of Charleston, denounced the census takers as generally dishonest, and accused DeLargc aa.wanting to dip his bands too deep in the treasury. MoKinlay then took up the subject, when Do Largo intimated that the latter Was full of morphine, and the former a coward and not like Cawnr'e wife. There was great confusion, but no signs of fight. KUiott said that the Houso had been the scene of a disgraceful exhibition. All then laughed and shook hands, and the bill was passed. A Bill to define the manner of collect ing taxes past due, was made the special order for to-morrow. JiLLSON, from the Committee on Education, reported favorable on the Bill to incorporate Ciufliu University. In the Senate the momorinl of m tbo Labor Convention, which bud been pre sented to both bouses, was referred to the Judiciary Committee. Cain's bill for the appropriation of a million of dollars to buy lands for the poor received its first reading, Kainey presented a petition from the Kctiona) Independent Blues, of Charles ton, praying for an act of incorporation. Colonel S, A/PoaVoo, Spraguo's agent for tho Columbia Canal, has arrived in this city, and will mako a move to iu duee the Legislature to exempt manu facturers from taxation for five years. Decmueu 1.?Both branches of tho Legislature to-day passed resolutions in ?favor of the recognition of Cuba, and expressing sympathy with tho struggling Cubans. ' In the Senate, Leslie rose to a ques tion of privilege, and said he desired officially to douy unequivocally the state ments relative to the operations of the Land Commission, made by the cor respondent of tho Charleston Actos in yesterday's paper. Tho following Bills received a second reading-: A Bill to incorporate the Clafiiu University; a Bill to define the I manner of collecting taxes past duo. Tho Commute on Privilegs and Elec tions in the case of cothkan and Grif fin reported, referring the whole matter to the Senate. Ordered for consideration to-morrow. * . The Bills read the first time yesterday, were referred to various Committees. The Sonato adopted a resolution to hold evening sessions, for the considera tion of tho new code reported by the Codifjing Commission. ? HOUSE. ? The House was engaged in discussing the following Bills: A Bill to amend the Homestead Law and divorce; a Bill to amend an Act relative to the record ing of mortgages. Tho U. S. government had previously seized, and still detains, the gunboat Hornet, flying the flag of Cuba. And in fact hits discouraged and pre vented all efforts iu this country against Spain. As she has done by Spain, so would she do by Peru and Cuba. But Spain cannot see it in this light, and is brist ling very angrily over the matter. The affair looks ugly,, and seems to be troub ling the diplomatists of both nations. L is the absorbing topic in \\ tuJiington, where tho Spanish minister is warmly pressing the release of the detained gun boats. ?The probability is that the bub ble will not be pricked until after tho meeting of Congress. In the meantime, Klliott, the colored lawyer and law-makir. has introduced into the Legislature of South Carolina, a resolution favoring the recognition of Cuba, and pledging the aid of the State to the General Government in case ol war with Spain. Swrdan, bringing with him twenty-six Swedish immigrants, mostly farmers, masons and carpenters. Tho now comers r.ll expect to select homes in the interior of our State. Lynch Law in South Carolina. ?Samuel JefTerspn, one of the hands on rhe plantation of Mr. William Gregg, was detected in a theft of cotton by his fellow laborers. They were justly in dignant at his depravity, and ocld a Lynch court, when it was decided that tho culprit should receive twelve lashes on the bar;-: back. They were laid on by muscular arms and justice wus ap peased, as all concerned wore colored and they conceded that they had a per fect right to whip each other.?
