We arc well aware that these "labor organizations exist generally in the cities at the North and that they are a great benefit to the laboring class. But the ingredic >i' intelligence that prompts and guinea this movement, amotig the laboring classes at the North, 18 totally wanting among our laboring classj the ingredient of industry and providcucc, so characteristic cf the Northern laborers, is also sadly deficient JjCrC. Better far, to enhance the value of our labor, aiul thcu increase and fix its ..price. Bette; far inculcate lessons of in dustry, providence, honesty, into the colored people, and thcu fix the estimate of their services. It is beginning nt the wroug end to remedy defects in the sys tem of our labor. Make the labor valua h\Q ntid then demand tho fair, full price. It is very illogical an<Kunrcas tii ublc to take a demoralized and deprecia ted labor, and demand n higher price for it. Increase its value and then in crease its price. The advice is unsound, unwise and in jurious to those whom it pretends to benefit. It is ouly a further protraction of that delusion under which tho colored man has been laboring since his cusanci pation; that is. that he is to have an j easy roud to comfort and even wealth. It is another sermon, fioiu the text that to your freedom ?'all these things shall bo added." No, that man alone is the true friend to tho colored people, who shall counsel them to scorn these delusive snares, and to.feel at oticc, that the old beaten path of labor, honesty, frugality, providence, . iis the ouly one, by which they can reap these golc*en boons of their'freedom. Let the colored man, by industry, and energy, render himself, a valuable labor er J" render himself indispensable to our agriculture, and then may he ask his own price, for his services. Already is the Chinese suggested as the substistutc to his worthless labor. ? ]jct the colored man beware lest by heeding these unwise counsels, he ren der the Chinese, an absolute necessity. This, alas ! will be the ultimate effect of auch advice. Europe and Asia teem with their millions of luborers, possessing all the muscle, aud laboring under nunc of-the demoralizing influence of our col ored people. Let them pause ere I hey enter into such organization*. Labor nlways can demand its price, its true value, but on the other hand capital can always secure the best, and valuable la bcr.; Increase first the value, of the labor and thcu increase it3 price. A fow days ago 1 received u letter from Mr. Fkrlovk, our former State Agent of Immigration for the Scandinavian Countries, in which ho informs: me, that early in this month he will leave Malino, in Swcdon, to arrive in Charleston about the 23d, when he would be happy to meet planters that desire to make con tracts for European labor, nt any conven ent place. Atter a great deal of delay and trouble I have now obtained the agency for tho Cuuard Line, tho best steamboat line ru.uniug from Liverpool to New York. This company has deposited with the Swedish Government $23,000 in currency, as a security, for tho forwarding of tj>q emi grants iu conformity with the Swedish emigration laws. I urn now iu pos session of a license as agent for toe forwarding of emigrants to trans-Atlantic harbors, and I shall do my best iu trying to make the emigrants go to South Caro lina Wo have iu Sweden a -greUU.num ber of people who are unable to pay their Whole passage to America, aud they embrace tho offers of some three or four Land Companies in Missouri. Wisconsin, Minnesota, and Lower Canada, which pay half of their passage, about $15 iu. gold. Wisconsion got about 1.000 emi grants last spring in this way. When these emigrants arrive at their place of destination, they have to work 00 the lands of tho companies at a fixed price, aud then receive some acres of land in wages. If something similar could be arranged, I have no doubt that 1 could send out a number of emigrants every fall. My proposition wbuldjjo ; > follows,; If a fanner wishes to get a number of bands, be deposits at the time he mokes the requisition, with any btuikcr. in Charleston, $15 iu gold, (or ho may bind himself to pay that amount on the demand of the banker.) for each hand, male or female, above twelevo ye-vs, and half of the amount for children be tween eight and twelve years. On the third question the courl says; "We do not think it neces sary to go into detailed examination of the evidence iu the record. It is enough to say that it has left us with doubt in our minds, that the note for ten thousand dollars, to CUforce payment of which suit w .5 brought in the Circuit Com', was to be paid by agreement of the par tics in Confederate notes." This decision gives validity to obliga tions within the Confederate, computing dollars at the value of Confederacy notes at the time tho obligation was incurred.
