"Whereas, tlio fifth nrticlo of the Constitu tion of the.United Suites provides for amend ments thereto, in the manner following, viz: 1. Bait resolrctl by the Senate and House of \ Rcjtresentativc* of tlic United States of Ameri ca in Congress a.<scmb'cd, Uco-thirds of both Houses concurring, That the following amend ments to the Constitution of tho United States bo proposed 'to tho . legislatures of the several States, which when ratified by tho legislatures of throe-fourths of the States,.shall be valid to all intents and purposes as part of the consti tion ; ^ That hcrcAfVr the President and Viee-Presi '? dent of the United States shall ho. chosen for the term of six years by the people of the re spective States, in the manner following : Laoh Stato shall bo. divided by the Legisla tures thereof in. districts equal in number to tho fwdiole number of Senators and Represen tatives to which such State may be entitled in the Congress of the United Stales ; tho said districts to be I tomposcd of contiguous territo ry, and to contain, as nearly as may be, an equal number of persons entitled to bo repre sented under the constitution, and to be laid off for tho first timo, immediately after the ratification of this amendment; that, on the *j first Thursday in August, in tho year eighteen hundred ???, and on the same day every sixth year thereafter, the citizens of each State who possess tho qualifications requisite for electors of the most numerous branch of the Slate Leg islatures shall meet within their respective db tricts and vote for a President and Vice-presi dent of the United States; and the person re ceiving tho greatest number of votes lor Presi dent, and tho one rooiving the greatest number of votcsfor Vice-President in each district .shall be holden to have received one vote ; which fact shall bcimmcdiatcly certified by the Governor of the State, to each of the Senators in Congress from Buch State, and to tlio President of the Senate-and tho Speaker of tlic House of Hi pfesoutatives. Tho Congress of the United States shall be in session on the second Mon day in October, in tho year eighteen and ? and on the same day on every sixth year there after; and the President of the Senate, in the prcsoncc of the Senate and House of Repre sentatives, .shall open all the certificates and the votes shall then be couuted. But if two or more porsons shall havo received tho greatest, and an equal number of votes, at tho second olcc tiou, then the person who shall have received tho greatest number of votes in the greatest number of Stages shall be President. The person having the greatest numbor of votes for j?ce-Prcsidont, at tho first election shall bo \nce-PreKident, if such number be equal to a majority of the whole number of votes given j and if no peittOu have such majority, then a second election shall take place between tlio persons having the two highest numbers, on the samo day that the second election is held for President and tho person having the high est number of votes for Vice-Prcsidcnt shall bo Vico-President. Rut if there should Iiiip pon to bo an equality of votes between the per sons so voted for at the second election, then tho porsou having the greatest number of States shall be Vice-President. But when a sooond election shall be necessary in the case of Vicd-Prcsident, and not nescssary in. tho cjyje of Prcsideut, then the Senate shall chooao a Vicd-Prcsident from the persons having the two highest numbers in the first election, as is now prescribed.iu the constitution ; Provided, That after the ratification of this amendment to tho constitution, the President- and Vice Prcsidcnt shall hold their offices, respectively, "for"tho term of six 49-. and that no Prc.-i dontor Yice-President shall be eligible for re election to a second term. And be. it further resolved, That article two. section one, paragraph six, of the Constitution of the United States shall Le amended so as to read as follows : In ease of the removal of t he President from office, or of his death, or r. signation, or inability to discharge the powers and duties of said office, the .same .shall devolve on tha ^Vice-Prcsidcnt, and in case of tho removal,' death, resignation, or inability both of the President and Vice-1'resident, the powers and duties of said office shall devolve upon the Secretary of State for tin- time being, and after this officer, in case of vacancy in that or in other departments; and in the order in which they are named, on the Secretary of the'Treasury, on the Secretary of War, on tho Secretary of the Navy, on the Secretary of interior, on tho Postmaster-!ienoral. ami on th? Attorney-General; and such officer on whom tho powers and duties of President shall devolve, in accordance with the foregoing pro visions, shall then act as President until the disability shall be removed, or a President shall bo elected, as is or may be provided for by* law. Sec. 3, And be if further resolved, That ar ticlo 1. section, 'I. be amended to read as fol lows : "The Senate of the United States shall bo composed of two Senators from each State, chosen- by tho persons qualified to vote for the members of tho most numerous branch of the Legislature tberoof, .for six years, ami < m Ii Senator shall have one vote." Sec. h Tbo judicial power of the United States shall bo vested in one Supremo Court, and in such inferior courts ns tho Congress from time to time may ordain and establish. Tbo Judges of the .Supremo and inferior courts shall hold their offices during the terms of twelve years, and shall, at stated limes, receive for their services a compensation, which shall uut be diminished during their continuance in office. And it shall be the duty of the President of the United States, within twolvo months after tho ratification of this amendment by three-fourths of all the States, as providod by tbo Constitution of tho United States, to divido the whole number of judges, as near as may be practicable, into throb classes. The sestis of tho judges of tho | first class shall bo vacated tit the expiration of the fourth year from such classification, of tho second class at tho expiration of tho sixth year, and of tho third class at tho expiration of the twelfth year, so that one-third may be choscu every fourth year thereafter. The Tax Bill. On tho 24th iustaut the President affixed his signature to tho tax bill. "While the machinery of tho bill is ponderous, Its loading features may bp brought within a brief space. The first sect ion taxes every proof gallon of distilled spirits fitly cents, to bo paid before removal from tho distillery or ware-house, j which tax is a lien until paid upon the proper ty and apparatus. Sections 2, 3, and 4 provide for methods of testing quality and taking measurements. Section ;"> provides that distillers shall reg ister with the assessors of the respective dis tricts within sixty days from the time the bill takes effect. ?Section 6 provides for the manner of mak ing registry. ? [ Scctiou 7 and 8 provide for the distiller's bond and socurilies Scctions V to 12, inclusive, designate the plan of the distillery, and provide fur surveys and location of buildings. Section 13 imposes a tax of two dollars on every twenty bushels of grain converted into spirits. Sections 11 to 55, inclusive, provide for the general management of distilleries, the relative j duties of assessors and distillers, for cheeks against fraud, for drawbacks, means of obtain ing purity, and affix penalties for all violations of the law. Sections 5fi to 53, inclusive, regulate de posits in bonded warehouses. 1 Section 59 imposes a special tax of ?400 an uitnlly upon every 100 barrels of spirits manu factured, and also provides for licenses of 8100 for every $25,000 worth sold, and in crease for every SI000 increase of sales. Dealers in tobacco, selling not exceeding 810,000 worth annually, pay a tuxol'825.j aud 82 extra for every SI000 worth soldP Raisers are not taxed for sales of their ownj production. Dealers, selling between 8100 and SI000 worth arc taxed ?5 ; those above 81000, ?2 extra for every additional $1000 worth sold. Manufacturers of tobacco pay $10, and $2 additional for every S1000 their bond is in I excess of 85000. Manufacturers of scgars pay 810 where their sales do not exceed S5000 annually, and 82 additional for every SI000 in excess of that amount. All snuff and chewing tobacco is tnxod 32 cents per pound; smoking tobacco 10 cents per pouud. Sec tion 02 provides for tin-packing of to bacco and suufF so to facilitate tho collec tion of the tux thereon. Sections G3 to 80 provide for tho manner of collecting the tax, for penalties, stamping, and tho general duties of tbo assessor and manufacturer or dealer. Manufacturers of sogars must pay 85 for every thousand made, without regard fo quality, and on all cigarettes, if they weigh less than three pounds to the thousand, Sl.fiOj if over that weight, 85. The time in which the bill goes into elTcct is fixed bv. Section.?And be it further enacted, That all provisions of this net which require the use of stamps shall tako effect at tho cud of sixty days from thhe passage of this act; pro* viuod that if at nuy time prior to the expi ration of the said sixty days it shall bo shown to the satisfaction of the Secretary of the Treasury that a longer delay is necessary for | tbo preparation and due. delivery of tiny such stamps, he shall be authorized to fix a day not later than the first day of December next for putting said provisions relative to the use of cither of such stumps into operation, ami shall, give public notice of the day so fixed and determined upon, which day shall then be held and taken to be the time when that portion of this act which requires the use of stamps shall have effect. Those portions of the enactment not includ: od in the above section take effect, immediately on its passage, which of course was yesterday.
