The provisions of Section 220 prohibiting eouaty auditors from increasing the return as male by tax-payer, his or her agent, ex. eept by authority of the board cf assessors, is meant to prefect the arbitrary exercise of power without notice to the taxpayer through spite, spleen or prejudice, thus cutting off appnnl.
