?* lmroktant Legal Question* Decided.? Judge Pressley made an important decision on the question of interest and usury at the late term of Lancaster Court. This point was made before him : That when notes and mortgages bore interest at the rato of 10 per | cent, per annum, with the interest payable i semi-annually, the contract * was obnoxious to the statute which prohibits usury, and that tho makers of the notes and mortgages wore entitled to the claim of discount under the statute for doyble tho amount of < the semi-annual payments of interest, The Judge decided that he saw no error in the fact that the interest was made payable semi-annually at 10 per contuni per an- ] num ; that he himself had often drawn con- < tracts the same way in Charleston, and that j sometimes he had made the interest payablo < quarterly, and that he had never heard objections raised to such contracts. He sus- j tained the form of the notes and mortgages j and held that they were not usurious. Those j notes and mortgages belonged to the European t companies. The t Palmetto Dime Savings Dank, the only dime savings hnnk in tlie State, was found this ( morning with a huge red seal posted on its front door. Most of the retail merchants on King street do business with the hank, and hundreds of children, clerks ami poor people deposit their savings there. The news spread like wild fire that the bank had failed, and the excitement was intense uutil ( it wns ascertained that the red seal was a practical joke. Inckndiaby Talk.?An organization of colored men, called "The Central Bureau of Relief," and consisting of about 150 persons, met here last night, Mr. Purvis, of South Carolina, made an address, during which he said that he proposed to call for fair treatment for the negro, nad that if there were more secret societies of colored men a number oflargor cities would be in ashes before many hours rolled by.
