Senator Irby not only represents South Carolina in the senate, but is the chairman of the democratic ex ecutive committee of his State, and, therefore, the official head of tihe party; but, strange to say, nobody knows V whether he will vote as a Democrat v in the Senate on the tariff bill. He is quoted as sa ing that Ie "has not conided to any one how he will vote on the fiial passage of the bill," and, further, that -'his people do not care - how he votes and would not find fault with him if hie should vote against the measure on its final'passage."
