UL1[r4DED By PREJUDICE. Our correspondent"A Patriot" has a good deal to say about Governor Tillman's edmilistration and adviees the Conserva tive press to shut up. We accord to every man the right to think, speak and act as he Uelieves right, and think that pvople who differ fron us shouhl allow us the sane privilege. We do not believe thiat Govern or Tillinan has done or will .o I lie pe,pIe any good, and as one of the conservative iiapers we voice the senfinent of about thirty-three thousand good, honest white people of South Carolina, the Injority of whom are faricrs. Ve try to ,k ail wit II men and and measures in a fair and fearless man ner, and while we ala) not agree with the policy pursued by Governor Tillman aid .is admninistration in the nain, vet there are some things Ie has done which we commnend hii for and which we have done several times in these columns. We fear, however, like a greatt many oth er-, our correspondent is blind. d by prejudice anid will not see things in their truo light. In his whole lettcr lie only nentions one act of the Governor's which from lis pgOilt of viVW has18 in any' way benetlttel the people anal that is the refunding of the State debt ; hut in this we tiiink lie is bdly nistaken as we will lre-' ently show. Just here we want to aligre'ss a little. . Since IN90 the great stock in tirale with Governor Tilhnan aniiild mainy of his ardent stipporters was appeal after appeal to the Irejtaidies of the ieople. Thie I tempt was to array class against clas's, country against town. In ninny of Iiis steeches he- would tell the farniers that the town peole did not think their wives andll daughters were ladies heause they did not ride in line carriages and wear line dresses. I he ridiculed the clei ks and ei ployees about the State house as kid glove doides. Ile abuwedl formecr admninistrations' for taking free passes auid dubbed the leg islature as rot ten driftwood.. In all this Ahere was notling wlich beneitfilted thD people one cent's worth. Lay aside praejti dice anl think solwrly a nionent and see if Governor Tillnan is not guilty of the very things whi'h he thought s wrong in others Does he not enjoy all Ile luxuries and comforts of life? iidl he not enjoy them even before he was governor ? Did he not accept frec pass No. 1. oi tie liieh inond & Danville railroad from Bunch Me Bee ? So wt- say that the people have been blinded. And it was baeause the policy of t'the ad ministration hadl been anad "'as to ernsh (alt capital lby legislating against It. Further. what Is the condition of the Slate ta day financially ? Theiro can be no denying that the State Treasury is not, what It ogt to be. The peCople's money,. the "acommion class,'' hias been wasted anid wtrecklessly spent by the present aIdminiitration. The people will pay more taxes this year than. fit many years passt. The assessment of .property all over the Staute has been raised, This Is not so.only with tIhe corp)oratioms but it is so with the "'commo'n class." Theli assessment of property, we venture to say 1s 25 per cent. hiigher than It has been since '76. Not only is the assessment of 'proper-. ty Increased but the taxes are Increased. They haye not been reduced one Cent cyen under the increased assessinent but increas ed. The State levy for this year Is more than we remember for many years. Our i recollection is that the State tax was never more than five mills, but this year it is 51. r The first platform adopted by the Reform r movement at the State convention of 1890, and the one on which Governor Tillman was first nominated for govet nor, among other things declared: "We demand rigid economy in public expenditures, the abolition of useless offices, reduction of salarIes and fees of all otficers, State and county, * * * and that public oilicers he paid in proportion to their labor and responsibility." Now we ask our corres pondent or any one else to lay his finger on one single act by the present adminimstra tion to carry ott this section of tile plat form. The first legislaturc elected under this platform attempted to carry this pro vision out and somi' one itioduced a hill to cut all the salaries of offleers from the Governor down but it was voted down, killed. During the last session Josh. Ash ley advocated measures looking to the car rying out of this section but was defeated. 'Tlie Governor has been indiscriminate in the Ise of the public funds. lie has not recommended the reduction of fees and salarias which he was pledged to do inder the section of the platform abo'e quoted. Not a single sal itry has Ieen reduced, not a single oilee has been abolished, although they have had thie years in which to do It. There has been several new oflices created under the present administration with handsome sal aries. Ias there been .rigid econonmy in public expenditures?" The Governor paid 4:00 or $ 100 for the platform upon which lie was first inaugurated out of the money of the "connii class." Iis lawsuit with he Coosaw Collipany cost the "comion class' het ween $2,4110 and .53,000. 1q is liawsuils with the railroadis antid banks has cost lie 'comillol lss" severil thotusand dollars and is in shap1e1(. to c()st them severil thousaiid iimre. Atil there are miniy other w: ys which we coflh l mt14 ion that is in direct conflict with the secti.n of the plat form we have titioted. Governor Tillman's policy has been all along to Iave a goveri mnt of one man, fo)r tine manti and bty one man, and that mti is Ii. H. Tiinian. lie waited the legislaitre to gi ve him power to clit the healds of sheriffs oI4f for letting a mnob take a prisoner !rom them and lynch him, and yet lie acted onwisely in trniing l1ete!rson lse to be niobbed. Vill our ondent der.y that the dis peisary act, is a perversiin of the rights of citizens, a direct step toward ihl concentra tion of power into hands of twe inano ? -The State has as iich right to have dispensaries of dry goods, groceries, etc., as it has to have dispensaries of liquor, It is taking the lights of Citizens from thet.
