WHAT TIIEY ARE DOING AND WAT TUEY A$E NOT DOING. $Sepsis of the Proceedings of the Senate and the House, In the Third Week of the session. The third week of the present ses sion of the Legislatnre opened on the 7th luist. The Senate was not in ses slon, having taken holiday for that day, but got well to work on the morn. ing following. We give below a synopsis of the week's work, so far as it Is of general Interest: Among the measures passed by the Senate is the joint resolution providing for a constitutional amendment en abling the Legislature to adopt the Federal census for the apportionment of representation. The vote was yeas 26, navs 3. The bill to incorpo rate the town of Cuinhoy, in Berkelev was the only one defeated on a thid reading. Smnators Buist and Sinythe united in saying that they found -that the bill would give the control of the town to the negroes and leave the liquor question in their hands. The following were defeated on un favorable reports: Bills in regard to peremptory challenges; to i,rohibit the standinlf aside of jurors; to abolish the agricultural department. As to the latter Senator Moody, its author, moved the adoption of the unfavorable report. lie said that the Ilouse bill to regulate the disbursement of funds ay the department answered his pur pose. There was opposition to the bill to refund to Daniel IHeyward, surety for W. I. Colcock, ante-bellun collector of the port of Charleston, the amount of customs collections paid by him to the State after its secession in 1860, and after the war recovered from him by the United States Government. Senator Leitner attacked it on the ground mainly that all of ts had gone into the war and lost, and that an ex ception should not be made. Senators Smythe, Earle, Youmans and Moore, of llamptonl, made strong speeches in favor of passing the bill, as the cir cumstances were peculiar, atid as the action of Mr. Colcock had been per formed in obedience to the behest of the State through its Secession Con. vention. It passed by a vote of 18 to I. The bill has since passed its third reading. Among the new measures i itroduced in the Senate the followintu deserve attention: By Senator Moore, of Anderson bill to anend the Act ''for the more speedy development. of the Columbia Canal." (This is intended to cai ry out the views of the econolic catteus. It devolves the tnaangemtenlt of the work on the canal ipont the superitn tendent of the penitentiary, instructs him to connect the old cc.inal with the new near Cemetery H!ill an1d1 appro priates $5,000 for that itin-poie.
