The Usury Law. It: looks like childs play for the Legisla ute to ffx the legal rate of interest at 7 per cent, but allow 10 percent to be charg ed by special contract. They might as well have fixed the legal rate at 10 per cent at once, for nothing less will ever hereafter be charged, except in rare instances. To ay that the law as it now stanis is evaded by some is no argument against it, forall our laws are evaded or violated more or lesq. We think the law should have stood 1s it was--preventing the charging of more tilui 7 per cent. That law, since its enact, mnut, has been of great benefit. to the State. Money has been just as plentiful and as easily horrowed as it was before the enact snent. When capitalist can loan :htir uon0y at 10 per cent., they are not so apt. to invest it in manufacturing or other en terpt ises that would develop the meterial e sources of the State.
