The Demooratic Platform. The committee on platform and resolutions, after having carefully conIdered be: platibrm of the Do wocratic party of South Carolina for the year 1876, and the various reso. Intions that were referred to them, begilenve to raako [he fillowing re port: We recommend as the Democratic platform qf South Car olina in 1878, enunciations of -the same principles, policies, and pledges, as were con tained in the platform f 1876, which is as follows, to wit: "The Demc cratic party of South Carolina, in Convention assembled, announces the following as its platform of pi inci ples: We reiterate our acceptance in perfect 'good faith of the Thir teenth, Fourteenth and Fifteenth amendments, to the Federal Consti tution, accepting and staiding upon them; we turn from the settled and final past to the great, living and mo mOntous isEues of the present and the future. tWe reafflirm the plattorm of, prinici ples announced by the National Demo cr atic party assembled at St. Louis, and in accordance with the declara tion of that platform and t e tuterances and acts of our distinguished loader, Wade Hnmpton, we call upon all of our fellow citizens irrespective of race, color or previous condition, to unite with us in cont inuing the work of reform and redemption inaugu rated, by the Democratic party of South Carolina, for it is evident that substantial and lasting reform is in possible within the ranks of the Re. publican party of this State. We have charged and convicted the Rol)ubli cAn party with arraying race against race, cieating disturbances and fo mnenting diflicuiltics; with prostitut ing the elective franchise, 'ainpering with the ballotsbox, and holding un fair and fraudulent elections; with having accum ulated an enormous .debt; mismanaged the finances, and inijured the credit of the State; with levying exorbitan t taxes, and squan deting themn when collected, thus Avringing tromt the toil and liveli hood of the honest poor1 inian of the State a large per centumu of his hard carnings without giving in returin any comnpentteion therefur, an d reck lessly invol ving in dlebt a nwjurity of the coutiis of I lhe Sta'e. Its mpan nigemen t of our penal and charitable institutions was a shame and a dis grace. We charge its legislation as demnoralizing, part izan and disgrace.. fl, and the venality and~ corru ption which charactet ized every brauch of, thbe governmen t, executive, legislat ivye and judicial, as having no parallel in the history oif nations. It crecated a multiplicity of unnecessary and use less cfticts, complicated in their syEu temn and unnecessarily ex pensive, and can never purify itself, give good and impat tial government, or by itsmoral force and .character ex ercise in its full Bovereignity the lawv ot the land. We do not charge this condition of things, which every pa triot must, deeply deplore, upon the masses of the party, but upont their leaders, who made such fatal use of' their confidence and trust, for it is our fi: m conviction that all the good * people of the State of both races de ei o peace and proeperity. We recommend to the favorable consideration of the Convention the following named resolutions, and re emmend that the same do pass, namely: the resolution offered by Mr. Buist, of Charleston, in .relationI to the unity of the Democratic party to wit: "Resolved, That the unity and in. tegrity of the Democratic party is of 1 parait unt importane to the succse of our cause and the welfare ot our peole in the ensuing election, and we. repudiate all fusion or coalition with the Republican party, and most un qu'alifiedly condemn any Independ ent noement whatever, as inimical to the people and destructive of their interests aLd welfare, We recommend that the resolution offered by Mr. Aiken be laid on the table, and offer as a substitute, there. for the following: "Resolved, That for the develop, ment of our growth as a peopre, and of our resources as a State, a bureau t.f immigration and agi iculture should be established, having for its object the encouragement of and holding cut inducements to, honest. and industi ious emigrants from other countries to settle among us, and designed to stimulate increased and improved lroduction of what, ever may be grown upon our soil; and we recommend to the General Assembly the Speedy enaclrment of such laws as will found such a bu reau upJonI a perm~Lanent and1( priactical h~aals, anid provide for its ready and active operation, to the attainment of this desirable end." Resolved, That this Convention VIOWS with the deepest concern the troubles which have arison in the up per portion of the Stato in the en forcement of the exercise laws gf the United States, rclating to the illicit distilling of whiskey, and is extremely solicitious that this subject should be: fairly considered by Congresr, and. somo law devised in almendment of or . sup~plementary to, the present system,' that wvIll remove the existing causeos of irritation, alleviate the presCont troubles -of our people, insure obedi once by'virtue of a recognition of the justice of the lawvs, and to restore. peaco and quiet whore disaontent now reigns; and, as preliminary to a change of thoe laws, we invoke his Excellency, R1. Evins; in the House of Representa tivee; and the btate now calls npon t hem in their respective spheres of duty to exert their influenuce and ability to effect the desired mnodifica tion of the exercise laws, and secure for our people the relief which is so much needed and siought for. Rules Governink the Primary Election for Pickens County. .RULIE 1. The primary election for Pickens County shall be hold on Fri.. day, the 30th day of August, 1878, at the usual place of meeting of each club. Rura 2. The Scretary of each c'ub shall make out and furnish a full ' list of all members of his club to the managers of election, who shall be| three in number, aippointed' by each a local club. The managers of election shall have power to add, in their dis ' crotion, any further nanies to the poll a list of person's who desire to join. on the day of electIon. RULEs 3.
