Mr. Chil, w ho rep)resented the State, conltCede: 1st, that Ea8ley had no lawful marsha ; 2d, that auarsha'l could not arrest with out a warrant, unless the offenso was committed in the presenco of the marshal; 3d, that the marshal must use no more force or violence t,han is nec essary to arrest the party. Mr. Ans sel, of Greenille, represented the do.. fondant. The jury could not agree and the case will bo again tried. Mr. Child, we understand, has made a motion to move the case from Eaisley to a neighborhood of strangers, so that there can be no prejudlico. This case will likely go to the Supreme Court, however it may be decided, as some grave question as to the powers and duties of marshals are at issue. AssEssMENT.-We learn from the County Auditor th)at the poll of the County amounts to nineteen hundred and seventy three. Last year it was fourteen hundred and thirty eight. This is an increase of five hundred and . thirty five. The aggregate assessed valno of personal property of the County is considerably lower than that of the preceding year. We (10 - not think this results from over valu ation of the property heretofore, from a deorease in its value now or a falling off of the corpus of the personaltiy itself; but from a persistent effort on the part of our people to return their a property at the very lowest possible figures. This we think a mistake that results to the disadvantage rather than to the advantage of the citizens. It is a well knownu fact that our County is now in debt and a three mill additional tax has been levied to pay the paUst indebtedness. Uur County is small, and a three mill tax on the property, as hero to Sfote assessed, was no more than ne cessary to pay the current expenses of the County. If the aggregate ass sossed valuation is materially reduced, the three mitis levy for current ex petseo,, now allowed by law, will not be sufficient, and a deficiency will oo cur which must be met by an addi tioral levy to pa'y past indebtedness. If a merchant furnishes sup)plies'for the poor farnm, knowing that thoro will be a deficioncy that anot.her levy will have to be mado bef'ore he can get his money--a simpleton knows that he will askc a highier price for gocds.
