JOS. J. FIOTWELX, Anderson, S. C. STATEMENT ?V SENATOR E. D. SMITH. (Continued from Second Page.) might be taken in the disposition of the cotton. Shortly after the passage of this resolution I had passed an other authorizing and instructing tue State Department to require our dip lomatic and consular representatives abroad to ascertain and report the needs for American cotton in their several countries. 1 have pending a bill to create a commission in tho interest of agriculture and to study markot conditions in foreign coun tries for the benefit of tho farmer, this commission to be composed of representatives of the farming inter ests of tho country. This is a very incomplete and par tial review of my activities in behalf of the agricultural Interests in this country. I have not mentioned the committee work which 1 have accom plished in tho Agricultural Commit tee. I have endeavored to meet my re sponsibility to every other interest. During the war I was elected Chair I man of the Interstate Commerce Committee and had charge of the tremendously important .legislation affecting the transportation systems of this country during tho war. .1 also had charge of the legislation which gave the President control of tho telegraph and,, telephone lines ot this country. During the'-perlod of government control, realizing the enormous handicap tho South was working under in the discriminatory rates between the Southern and the Northern ports, 1 devoted every en ergy to having a readjustment of those rates made and tho South put on an equal basis with the North. This readjustment was made. I de voted the same effort to have tho Im port and export rates similarly ad Justed. This was also accomplished. With tho expansion of our merchant marine and tho expansion of our for eign trade, particularly with Central and South America, the South will and already has commenced to great ly increase her export and import trade, with its consequent prosperity. One of the most essential things for tho proper development of this country is good roads. While yank ing member of the PostofTico and Post Roads Committee, I collaborat ed with other Senators In securing the passage of the Good Roads Act. This act authorizes the government to co-operate with the States in the construction of permanent highways. The solution of our transportation problem will be largely solved when we have permanent highway systems throughout the country. The con venience, comfort and prosperity of the farmer is largoly dependent up on the construction of good roads, while the benefits to the cities and Ijwns is obvious. While Chairman of the Immigra tion Committee I managed and se; cured the passage of the Smith-Bur nett Immigration Law in the Senate, restricting the influx of undesirables into this country. I believed then, and believe now, that there is no greater menace to our government and our institutions than the uncon-, trolled Influx of undesirable aliens into our country. The period of readjustment is now upon us, and the burden of taxation will necessarily for a long time be heavy; but I believe that it should be so adjusted as to encourage and . not discourage the progress and de velopment of our wealth-producing resources. The present law is neces sarily more or less crude and imper fect because of the urgont necessity of meeting an imperative emergency. But the emergency is now passed, and it is the duty of Congress to ad dress Itself to this problem and so adjust the burden of taxation that it shall be fairly and justly distributed. The revenue should be derivod from .such sources as will least burden those upon whom the prosperity and development of this country depend. I have steadfastly supported the Democratic administration since the time of its inauguration. I do not believe that any administration in the history of American legislation has done more to put into practical offect the genuine doctrines of dem ocracy than has the present Demo cratic administration. If re-elected to the 'Senate I shall continue to do what I have done In the past-work ! for and support those constructive measures jthat will bring substantial prosperity and comfort to tho people. ADDITIONAL STATEMENT READ For Senator Smith-Recognition by tho Democratic Party of Senator Smith's Work. Tho importance of Senator Smith's work in tho Senate has been recog nized by tho Democratic party by the incorporation of several of bis measures and accomplishments in tho Democratic platform Just adopted. One of those is the giving of rea sonable credit to farmers. Senator Smith ls tho originator and author of Section 13 of tho Federal Reserve Pank Act, which bas boen mentioned in tho statement Just road. Still an other Is the Cotton Futures Act, which was originated and sponsored and Introduced by" Senator Smith. The Democratic platform assails tho Republican party for covertly trying to destroy tho groat nitrogon plant at Muscle Shoals, Alabama, on which has been spent $70,000,000, and which will supply nitrogon at cost to tho farmers. Sonator Smith Intro duced and had passed tho bill au thorizing the construction of this plant. In ono section the platform says: "Wo favor comprehensive studies of tho farm production costs and tho uncensored publication of facts found n such studies." Senator Smith has Introduced and had passed bills and resolutions tending to and accom plishing this end, sevoral of which mvo been mentioned In the state nent by him. To quote further from the plat 'orm, it says: "Wo plodgo our party o stand for equality of rates, both m.port and oxport, for the ports of he country, to the end that, there night bo adequate and fair facilities md rates for the mobilization of the COLUMBIA GROCER PRAISES TANLAC. "There was a bad taste in my mouth in ' the mornings, and my limbs ach ed. ?At night 1 was troubled with sleeplessness, aud nervousness in the; day time. I stopped smoking, but wat did not cause any improve ment in my condition. Then I stop-1 ped drinking coffee, but I found that did not cause my nervousness, for my nerves continued to be on edge. The platform devotes considerable space to the success of the govern ment (n taking over tho railroads, which was done under a bill intro duced by Senator Smith as Chairman of the Interstate Commerce Commit tee and passed in tho Senate under his leadership. Considerable space is also given to the condemnation of tho, Ill-advised Esch-Cummlns Railroad Bill, which bill was passed by a Re publican Congress after Senator Smith lost tho chairmanship of this committee by reason of a Republican majority. This bill was bitterly op posed by Senator Smith. In the section of the platform re lating to immigration it says: "Tho policy of the United States with ref erence to the non-admission of Asi atic immigrants is a truo expression of the judgment of our people and to the several States whose geographi cal situation or internal conditions make this policy and tho enforce ment of the laws onactod pursuant thereto ot particular concern, we pledge our support." It will be re membered that tho law regulating Immigration at the preseni time is tho Smith-Burnett Immigration Daw, which restricts other undesirables, in addition to Asiatics. These are some of tho measures for which Senator Smith is respon sible. Many other measures aro ad vocated In tho platform In which he was Instrumental or took a loading part in accomplishing or advocating. Tax reform, so that tho wealth of tho nation may not bo withdrawn from productive ontorprlso and diverted to wasteful or non-productive expen diture, has hoon mentioned by him in his statement. There aro others too numerous to mention. As a lead ing member of several of tho larger committees, Senator Smith has had an Important and instrumental part in the framing and passage of most of these laws which the Democratic Convention at San Francisco, in Hs platform, has congratulated thc party upon having achieved.
