COUNTY INSTITUTIONS. $ -X- -I- -X* -X- *X- -X- .X- -X- *X- -X- -X- -X The Stato Hoard of Charities and Corrections has issued reports on the valions penal and charitable In- , stiiutions, which will bo published in ^ Tho Courier in full. We give below | the report on I Oconco County Jail. Short ff W. M. Alexander, jailer. Visited July 2, Illly, by Assistant ? Secretary M royles. Prisoners, two white malu3 and four negroes-all Koderai prisoners-serving sen- ( lencos. 'liiere have been no material munges in the Oconeo jail since our ( I !i J 8 inspection, but n new sheriff j lins taken charge and is neting as (aller. We found tho prison in fair condition, except tho beds, which wore badly ton. and generally worn >ut; but the sheriff informed us that new cotton pads, or thin mnt irosses, had been ordered to replace Ibo worn-out articles. The sheriff Uso reported that in the matter of meals ho sorves three meals dally, giving the prisoners practically what h" has oil his own table. The obso lete dieting fee system of manage ment is still used in Coonee county, [ind lt is creditable to the sheriff to give three meals daily, which ls not Jone in many conniies where a Hat feu per day is paid for feeding. Of courso, throe meals should always lie given, hut with only a few prison ers it is hard to give three on a fee of 50c. per day. This system should be abolished, and food pur chased by the Com missioners, as for ilu> chaingang. We recommend I hat thu sheriff give each new prisoner clean blank ets for bis bank when he is com mitted, and thal tho en Ure jail be scoured out weekly when prisoners are present. Tile prisoners should ?Iso be required tu keep the toilets and bath-tub cleaner. We recom mend that the County Commissioners and Supervisor have the entire jail building screened, to prevent Hies and mosquitoes (Miter ing. Huy some licking ami have slips made to pul over the new mat tresses when they arrive, in order to save wear and tear on them, and to make for greater cleanliness. The ticks can be washed when soiled, but tho mattresses cannot, and in addi tion the tiek?-. will save several times (Heir cost by lessening the wear on the mat trosses, licence's chaingang uses these slips, where they have , added greatly to the camp. It is striking that Oconee's jail lias not had a commitment during tho first six months of 10 10 for homi cide, though there has been an aver age of more than one killing a day in the Slate during those months. Another striking feature of Oconee's jail population ls the large percent- 1 age of white prisoners, which con siderably outnumber the negroes, though about 7? per cent of the crime in the State is committed by negroes. While at Pony lust week it was thc pleasure of Hie editor to become ono of a party of six who made thc as cent up Old llollowtop as far as the highest of Hie throe lakes which nestle close in tho shadow of the mountain's crest, nearly 10,000 feet above sea level and about 1,000 font directly under the southeast sum mit of the mountain. The trip was mudo on Thursday. July 31st, when the snow had all disappeared except on a few peaks and in the crater, where snows, rain and .sunshine have combined to form a glacier of unknown depth. With the exception of some smoke from forest hies in the western part of the State, the atmosphere and other weather conditions were ideal; the party of four horsemen and two hikers were all congenial, and the eight-mile trip to the lake was made in a little less than three hours. We arrived at the lake shor > a little ! after the noon hour, with appetites whetted to a keen edge by our climb through pine forest and over open glades, and the pure ozone of mountain air, and the good cheer of the party, only accentuated the I iierceness of gastronomic demands. We arrived at our noon camp ground to lind that others had dis covered and taken advantage of the attractive spot and built their camp tires at tho same place and drank I rom the same rippling brook which (lowed close to our camp-ground, frosh, cool and invigorating, directly I rom springs and rivulets fed by the snows and glacier of Hollowtop. While we were eating dinner a couple of bald eagles flew over the camp, soaring through the skies as if to give us an exhibition of their graceful Hight, and to let us know thal man's inventivo ,"onius had not yid achieved a monopoly of the skies. Four of the party circumnavi gated the lake shores, while tho editor and Mr. Mongold were con tent to traverse tho shores near cami), or sit on a boulder and drink In Ihe mighty splendors thal abounded on every hand. For many yearn while 1 was perfecting my formula I studied and invostigatod tl,o laxatives and cathartics on the market and became convinced that their main faull was not that they did not act on tho bowe!*, but that their action was too vi. lent and drastic, and upset the system of tho user; which was duo to tho fact that thoy we.-o not thorough enough ia thoir action, somo .imply acting on the upper or small intci tines, while others would act only on Tao lower or large intestines, and that they almost invariably produced ft habit re quiring augmented doses.
