Paris, April 29,-Ambassador5 Pago telegraphed from Rome to-day that he had gathered from Premier Orlando in a long conference .Mon day that the premier did not in tend to return to Paris for tho sign ing of tho peace treaty. The pre I inior expressed regret that the time j was so short before tho arrival of the ? Connans. ? This was only one of the disturb j lng complications presented by the Italian situation as the timo ap I proaches for the delivery of tho peace treaty to tho Germans. The Italian premier, the telegram j from Ambassador Page added, felt I that his action either way would have serious consequences, but it was preferable lo have have trouble without Italy rather than from with in Italy, because the present state of public fooling in Italy would not Justify the signing of a treaty which did not Include Italian aspirations. Ambassador Page said ho had taken stops to have the Italian authorities suppress manifestations directed against Presidont Wilson. ! As a result one of the principal de monstrations in Homo was given up. Should Premier Orlando not re turn tor tho signing of the treaty, it would give the situation a more serious aspect than the departure of tho Italian delegation, as the Allies would be required to take final ac tion without the participation of Italy. Whilo there is every desire to avoid this result, the indications are that the Allies will proceed with the signing if Italy decides to withhold participation. The iinji treaty is virtually com pleted. 'I he men lu charge of the work say they have no further doubt that they will be able to finish their work by Thursday or by such time as delivery is made. The latest count shows a total of 80,000 words in the treaty. An o'licial summany of 10.000 '"ords has been made, ll is in such shape that it could be made public at once, but the intention is to hold it for publication throughout the world at about the same time that the treaty is delivered to the Ger mans. According to a recent decision of the Comptroller of tho Treasury (Appeal No. 20,402', December 31, li? ! s. > the reduction made April I, li* IS. in cadets' pay from $100 lo $7.-. or $'A\\ a month, according to circumstances, was without author ity in law. Accordingly, ced?is who were on duty in air schools as can dida ins for commissions in tho re serve corps between April 1st and .lune 30th, HHS. aro entitled to tho difference between tho pay received by thom and pay at the rate of $100 per month. In order to effect an ox pedltious settlement of the claims that will arise under this difference, arrangements have been made with the auditor for the War Department and with the director of finance to lui ve them handled by the latter. In the case of men who are still in the service as enlisted men, settlement should be made through local dis bursing officers. In the cases of men who are now separated from the ser vice, or are commissioned, settle ments will be made on supplemental final statements issued by the office of the director of finance, Washing ton. D. 0. All correspondence on this subject of claims should bo ad dressed directly to the otllce of tho director of finance, Munitions Build ing, Room 3202, Washington, D. C. 2. Henceforth correspondence with respect to claims for f>0 per cont In crease in flying pay duo cadets after July 1, 1918, will also bo addressed diroctly to the office of tho dlroetor of finance for settlement. In order to effect a simplified method of hand ling these cases, instructions were issued from this office to command ing officers of flying fields to furnish the office of the director of finance with copies of special orders an- | nouncing cadets on flying status. This will obviate the reference of claims to buhls and to this office, the aim being to concentrate in advance in the office of the director of finance all tho data necessary for the settle ment of the claims. 3. There has boon prepared by tho director of finance a blank form to be filled out by those who are re questing either the difference in pay due them ns cadets before July 1st or the flying pay due them as cadets after July 1st. These for: is will be furnished upon application to tho director of finance. Accopipanylng them arc tho necessary certificates and affidavits to bo executed in sup port of tho claims.
